USCG Licensing Evaluator/Analyst

Objective


I would like to work in the marine industry using my experience with training and licensing. I would also like to work as a project coordinator. I plan to attend school in January to work on my Master's of Project Management.


Experience


ANALYST

Potomac Management Group Inc. (PMG), Houston, Texas – 6/2003 to Present

Review and analyze applications for marine credentials to ensure compliance with latest requirements, on consulting assignment to US Coast Guard regional examination center.

Evaluate original license and merchant marine document (MMD) application packages, as well as raise-in-grade and renewal packages, for merchant mariners including master, mate, engineer and deck hand. Perform criminal background checks.

Contact applicants by mail and phone to specify discrepancies and recommend resolutions. Make decisions and compose letters to approve attendance in training and testing. Write denial letters following final decisions by auditors.

Perform special projects, such as processing of priority applications. Mentor junior evaluators, both USCG and contractor personnel, serve as initial auditor, and provide ongoing support.

KEY ACCOMPLISHMENTS:

Instrumental in resolving six-month backlog and reducing processing time to two weeks.

Twice earned meritorious commendations for outstanding team performance in customer service, dedication and professionalism from USCG personnel.

Key participant in managing surge of applications for Master of Towing Vessel credentials as grandfathering deadline approached in 2004.



ADMINISTRATIVE ASSISTANT – Sales, Marketing, Business Development and Investments

Nabors Drilling USA LP / Ramshorn Investments, Houston, Texas – 2000 to 2003

Provided support to several area of drilling-rig leasing firm, as well as subsidiary investment firm, reporting to executive management.

Entered data to Excel spreadsheets, and generated market-share reports, analytical tables, graphs and other materials for presentations and posting to website. Updated rig inventories in MS Word tables, collaborating with superintendents on changes.

Prepared drilling bids, drilling contracts, participation agreements and joint-operating agreements for Ramshorn, utilizing data from vice president toward meticulous wording on binding documents.

Composed correspondence and memorandums, and performed general office duties.

KEY ACCOMPLISHMENTS:

Collaborated on creation of detailed checklist to streamline rig movements.

Earned permanent position after two months in temporary role.



ADMINISTRATIVE ASSISTANT (contract)

Supported administrative operations on several temporary assignments, primarily in oil / gas drilling / production and financial investment industry.



LICENSING AND TRAINING COORDINATOR

Stolt Parcel Tankers Inc., Houston, Texas – 1996 to 1998

Responsible for licensing and credentialing of ship personnel from multiple countries. Reviewed and processed application packages, and served as liaison to Liberian authorities throughout completion for each employee.

Scheduled and coordinated required training conducted internationally by outside providers, both initial and refresher courses. Verified accuracy of invoicing from training vendors.

KEY ACCOMPLISHMENTS:

Reduced costs associated with personnel out to sea but unable to work due to expired credentials, by creating Access database to maintain training records and generating upcoming expiration dates to ensure timely renewal.



ADMINISTRATIVE ASSISTANT (part-time)

Residential Steel Fabricators, South Elgin, Illinois – 1994 to 1995

Participated in scheduling of jobs for installation of custom ceiling beams for residential basements. Prepared bids and release-of-lien documents. Received and routed calls and visitors. Compiled and delivered bank deposits. Served as relief office manager as required.
