U.S. Naval Officer, Combat Cargo/ Vehicle Maintenance /Testing & Production Officer

United States Navy 5/2002 – 9/2008



-As one of two Testing & Production officers for Supervisor of Shipbuilding Conversion and Repair Gulf Coast, supervised 12 Navy Civilians during the construction/production and all ship systems (weapons, navigation, propulsion, etc.) testing and trials of the first Littoral Combat Ship (LCS 1). This involved reviewing, providing input, and witnessing testing when called upon.



-Ensured proper contract and specification adherence of private contractor by applying technical and program management knowledge during LCS 1 production, testing, and trials.



-Developed and presented detailed tracking metrics during high level briefings to Program Management on all LCS 1 ship systems and production development.



-Coordinated the safe and efficient onload/offload of Marine Corps equipment and personnel for exercise and deployments for Amphibious Group One and III Marine Expeditionary Forces.



-Approved ship load plans for Amphibious Group One and III Marine Expeditionary Forces.



-Established an efficient Time Phased Force Deployment data schedule for exercise movements.



-Supervised deck force in performance of seamanship functions and evolutions.



-Prepared work schedules; directed mooring, docking, anchoring, fueling, towing and transferring of personnel and cargo at sea.



-Directed operations and maintenance of deck machinery, vehicles, generators, and equipment.



-Arranged for cargo handling; assigned boats and boat crews; maintained readiness of boats and survival equipage; directed cleaning and preservation of weather decks, ship's exterior, running gear, ground tackle, and boatswain's stores; approved watch, quarter and station assignments.



Marine Cargo Specialist, GS-11-2161

-Responsible for planning and/or loading break bulk and container operations on a daily basis.



-Considered expert in this field and work under general direction without technical supervision.



-Makes decisions dependent upon a high degree of resourcefulness, ingenuity, and sound judgment regarding special loading and stowage problems, the wide variation in vessel structures which necessitate on-the-spot stowage plan adjustments, the inadequacy of ship's gear and facilities to the cargo to be moved, the handling of priority cargo and a high volume of traffic, and other conditions which serve to complicate normal cargo planning and stowage.



-Responsible for assigning vessel space when such assignment involves reconciling a wide range of problems arising from the diverse nature of the shipments, from the varying space and facilities of the ships, from the schedules which the shippers want to meet, from the varying schedules of the ships, and from the number of stop-off points involved.



-Receives shipper's cargo lists and allocates space on each ship to be loaded or discharged.



-Manages and directs warehouse storage and distribution operations for both inbound and outbound cargo and vehicle shipment inspections. Ensures all cargos is affixed with proper Radio Frequency

Identification tags (RFID).



-Takes into consideration the depth of the waters to be traversed, the vessel's permissible loads and stresses and most economical steaming draft, the effect of stability and trim of the distribution of the cargo in the various sections of the ship as changes occur at the various ports, the facilities of the vessel for proper stowage of the cargoes involved, and the special construction, facilities and limitations of the particular terminal concerned.



-Approves or disapproves shipper's prestowage plans, and makes decisions on cargo substitutions to meet loading schedules, considering the ship's condition not only at the port but also as successive cargoes are subsequently loaded and discharged.



-Performs contractor surveillance and Quality Assurance Evaluation (QAE) duties for Stevedoring and Related Terminal Services (S&RTS) contracts.



-Prepares stowplans with stowplanning software (ICODES) for outbound cargo (all classes, all categories) loaded aboard ships of the Military Sealift Command controlled fleet in compliance with ships Cargo Securing Manuals (CSM), standards set by the IMDG Code for the carriage of cargo, ship’s capability and characteristics, maritime laws, IMDG Codes Supplement and Safety Regulations.



-Coordinates sequencing MHE availability for on/offloading to expedite rail/truck/vessel operations and to avoid demurrage.



-Unit Movement Liaison for 831st TRANS BN at U.S. Embassy Islamabad, Pakistan ODRP section. Solely responsible for preparing the redeployment of 7 units and equipment during earthquake humanitarian efforts.
