As General Manager & Senior Surveyor of Independent Marine Survey Company my responsibility was overall management and delicate surveys.
Major Duties:
Serves as Chief, Inspections and Investigations Division, administers, enforces the navigation, vessel inspection and shipping laws and their implementing rules and regulations for flag state, port state and uninspected vessels.
Conducts commercial vessel safety and security inspections and marine casualty investigations. Coordinates scheduling of inspections, provides guidance and training as necessary to other inspectors, and performs technical review of their findings and decisions.
Responsible for supervising a subordinate staff of approximately 15, and have oversight on all inspection activities for four staff members working at two Marine Safety Detachment sites.
In the normal capacity, plans, assigns, and reviews work; provides training; approves leave; recommends selection, promotion, personnel recognition; maintains Inspection budget and necessary disciplinary actions. As a senior expert on complex vessel inspection issues and training, the Supervisory Marine Inspector is responsible for providing an effective departmental training program, so that all Inspections personnel understand and apply legal requirements and accepted industrial standards; and ensures that all personnel are apprised of new technical information and inspection requirements as they are developed.
Much of my work experience these past 10 years has been as a Ship Surveyor, Flag Nautical Inspector and Manager. . I have done ISPS Code Security Assessments, Security plans, Security Audits and delivered Ship Security Certificates for many vessels in behalf of LISCR.
I am IRS Class Surveyor and Nautical Inspector of Liberia, Bahamas, Marshall Islands, Malta, Belize, so I have knowledge of international conventions such as Load Line, SOLAS, MARPOL; Tonnage; ISM; etc.
I have carried out damage surveys for Insurance companies, On/Off Hire, Draft surveys and Pre-purchase Inspections for ship owners & Operators.

Manage the Fuel Supply Chain. Plan and direct all aspects of the organization’s fuel supply objectives. Oversees the negotiation, acquisition, and completion of lub-oil and fuel contracts. Forecasts changes in prices in order to maintain company fuel investments. Develops policies and procedures for bunkers supply and transportation to ensure optimization and compliance with established standards and regulations.
In addition I was responsible for developing the annual technical and consumable budget in conjunction the 5 Years dry dock budget and Fleet Manager Monitor performance against budget of other management targets and report to the Fleet Manager major variances to actual year to date and future expected variances to end of fiscal year Visit each ship at least twice a year to effect management responsibilities. One of these visits include a full ship condition inspection. I also verify, through inspection of logbooks, onboard filing systems and records as well as personal observations that the Company Safety and Quality Management System is in place and functioning properly on his assigned vessels and report deficiencies to Safety and Quality Management Auditors.
My responsibilities involved in Planning and Directing ships manning, bunkering, Maintenance, repairs, and dry dock activities. Overall duties encompass project budgeting, developing planned maintenance systems, the negotiation, vessels operations management award directing these activities through the selection and implementation of matrix management teams.

Manage the dry-docking of the ships in accordance with the Company Policy and Procedures, these include but not limited to:
• Develop dry-docks specification in conjunction with SMT regarding defects and Service Team standards, timing, location and budget.
• tender for bids and select yard in conjunction with Fleet Manager
• manage the dry-docking project using appropriate project management tools
• coordinate the following activities:
1. Inspection of yard work with outside contractors,
2. Purchasing and delivery of material with Purchasing Dept.
3. Maintenance and repair activities with SMT

7. Support the ship in achieving its performance and condition standards by providing technical guidance, purchasing and expediting services, T-fitter and T-coater support and other in-house or contracted technical services as required
