Property-Materials Manager

Responsible for all asset related activities on the property book. Manage all personnel, dictate and enforce policies and procedures per the FAR and PCP. POC for all Government audits. Responsible for all preparation and response to Government audit results. Develop, recommend, and implement administrative policies. Collaborate with DCMA, DoDIG and Government Property Administrator regarding asset management for client owned equipment. Coordinate asset movement with Procurement, Document Control, and Materials areas. Develop property management policies and guidance in support of the client, sub-contractors, and company’s mission. Responsible for all government property on the sites totaling over 150,000 line items valued at over $600M from acquisition to disposition.

• Developed SOR and TMP property identification system.

• Implemented lost, damaged, and destroyed notification process.

• Developed Automated Property book review procedures.

• Created PCARSS review process for DRMO processes.

• Manage Logistical transportation for trans-load shipments throughout Iraq



Dec-2007-Oct-2008 Sr. Client Owned Equipment Specialist-Kellogg Brown and Root –Baghdad Iraq – LOGCAP III Head Quarters

Coordinated client owned equipment control activities to track government,

contractor or company equipment in accordance with applicable government

regulations and corporate policy. Re-utilization for replacement equipment. Maintained client owned equipment records. Determined physical condition of equipment for disposal purposes. Assisted in conducting property audits. Ensured that client owned equipment is properly identified tracked from acquisition to disposition. Managed all Government property operations from acquisition to disposition for 5 major sites in theater. Prepared Property informational slides for presentation to Senior Leadership.



• Appointed by the Theater Procurement Supply Manager to direct several property teams to research DFAC sub-contracts for assets not properly identified on the LOGCAP III property books. Recovered over $100 Million in DFAC assets.



Collaborated with client and/or government property administrator to resolve property

administrative issues. Job role was responsible for measurable assets and expediting purchased materials by PO, MRR, and Requisition number for identification purposes for the automated property book.



Mar-2007-Nov 2007 Client Owned Equipment Specialist-Kellogg Brown and Root D2 Green Zone- Iraq

Coordinated client owned equipment control activities to track government,

contractor or company equipment in accordance with applicable government

regulations and corporate policy. Maintained client owned equipment property book records.

Performed physical inventories and provided results to management. Prepared all LDD’, Cannibalization, CTR, and Modification requests for all FOB’s under D2 AOR. Prepared daily, weekly, and monthly reports, self audits, and updated the automated property book with location changes and material issues to KBR employees.



2004- 2007 Apollo Maritime International Houston, Texas

Responsibilities included operational management, inventory control evaluation, material procurement, vendor contracting, customer relations, HR, new business acquisitions, budget preparation, and costs analysis. 1994-2004 Kopcke International USA Inc./ ASM Inc. Houston, Texas

General Manager-Operations and Vessel equipment procurement

Responsible for purchasing decisions, accounting procedures, vendor contract negotiations, HR, budget preparations, and inventory procurement for ocean going vessels and offshore drilling customer base. Contracted and established lines of credit with all necessary vendors. Developed all pricing structures. Implemented materials handling and inventory system.

Responsibilities included purchasing, operations, personnel management, and vendor contract negotiations for all offshore and onshore marine accounts.

Supervised over 25 purchasing professionals. Prepared operating and capital expenditure budgets exceeding $30 million. Responsible for inventory replenishment.

Responsible for managing 10 ocean going vessels under U.S. government contract. Prepared voyage estimates, appointment of agents and suppliers globally. Purchased materials and services for all vessels. Directed maritime insurance claims, fuel purchasing and onshore based materials management.
