Develop and administer commodity deliverable contracts to satisfy Customer’s Statement of Work (SOW) from inception to closeout to meet recurring needs of DART for a wide variety of goods and professional support services for Dallas Metroplex Transit System. Contract admin governed by respective State of Texas, FTA, and FAR regulations.

Southwest Facilities Service Office (FSO) Dallas, TX. (8/96 – 6/06)



Managed development and review of project-specific RFPs to meet Customer requirements for light industrial design, new construction, renovation, facility maintenance, environmental services, homeland security and OSHA safety compliance; as well, as the Five Year Facilities Project Budget Plan. Managed contracts after award for compliance to the quality and delivery requirements. Oversight proj support to Customers at 3400 leased and 400 owned properties from proj conception and planning stage to final delivery and vendor evaluation of the purchased commodity; including Automation and Mechanization equipment requirements in a 5 state area (TX, OK, LA, AZ, and NM); including the Norman, OK Training Facility on a 28 acre campus



FSO Program Coordinator of the Automated Postal Center Program for 254 site–specific kiosk locations covering 8 postal Districts in 5 states and FSO Leased Space Accessibility Program Coordinator for 700 selected facilities in 5 states that involved lease term compliance. FSO Minority Business Enterprises (MBE) Program Coordinator for prime and supply vendor opportunities to satisfy MBE/WBE contract goals.



Contracting Officer for open market commodity purchases up to $1 M per purchase transaction.



Operated in self-directed cross-functional team environment using a variety of sourcing techniques to satisfy the Customer’s procurement need. Best value contract award recommendations made from a business standpoint after review and analysis of offers; including evaluation of the cost/risk tradeoffs on the total cost of the procurement of each offer received. Have expertise in resolving contractual disputes, in cost and price analysis, in establishing acquisition strategies, determining program direction, streamlining acquisition and procurement processes and reducing risk/costs after determination of best contract type (firm-fixed price, cost reimbursable, time and material, etc) to use based on business plan objective(s). Formulated streamlined contracting processes with both internal and external Customers during initial procurement and market analysis planning, pre-award and award phase.



Managed contract award evaluation process to achieve business objectives; as well as risk assessment analysis, contract type selection and enforcement alternatives to ensure contract compliance to tailored contract terms & conditions and handling of claim analysis should a dispute arise. Manage both simple and complex contracting and acquisition activities from under $1000 purchases (via third party Vendor support paid through Pay Pal) to multi-million dollar acquisitions.

Performed contract administration/project management for Navy facilities support: Various U.S. Navy Civil Engineer Corps (CEC) assignments with Officer in Charge of Construction Thailand (Director of Construction Udorn that handled projects that included construction of the high profile Mekong River Operations Naval Base funded by the World Bank and the reactivation of the Nam Phong Air Base for the 1st Marine Air Wing), Public Works I Corps Power Plants (COMNAVSUP DaNang), Minicomputer Project Battalion Deployment Support (CESO Port Hueneme), AROICC Phila Naval Base/Naval Hospital, Construction Battalion (NMCB-3 Diego Garcia Rep) both in the states and overseas naval installations. Also was Officer in Charge of Byrd Station Antarctica during National Science Foundation Operation Deepfreeze 1972 that included operation of the station, fuel depot, power plant, ice runway for C-130s and scientific ice core drilling explorations. Transferred to Naval Reserve in 1978 and retired in 1990 (Commander, CEC, USNR).

Feb/Mar 2004 at the request of State Department to ABA chosen to review, analyze, and advise on existing Iraqi procurement processes and procedures as Member of 13 member ABA Task Force.

Jan 2004 at request of the State Department to ABA selected as Member of American Bar Association Legal Delegation to Vietnam and Cambodia in efforts by those countries to establish rule of law in order to become member of World Trade Organization.

2004 Program Manager that delivered the first APC program site in nation at Dallas P&D ready for test installation of the latest IBM APC kiosk and in 2001 completed the historic renovation of Dallas Downtown Sta. before the Dragon Street Alternate Quarters lease expiration date.

Oct 2000 selected as Member of NCMA Contract Management Delegation to Beijing/Shanghai China to share contract management knowledge.



1990 Selected as the ‘Duck Engineer’ that coordinated all engineering aspects of the first August 1990 “Duck Race’ launched from the Michigan Ave Bridge in Chicago to benefit the Make a Wish Foundation and the Masonic Medical Center.

1990 Advisor to Graduate School of Architecture at the University of Illinois, Urbana-Campaign on quality by design professionals.
