I provide multiple services for the Department of Defense, corrosion-engineering firms, and contractors in the marine and industrial coatings industries. Currently I have a contract through Life Cycle Services with TODD PACIFIC Shipyard (Seattle) as ZONE MANAGER for the preservation and re-coating of the outer hull, underwater body, and flight deck overhang on the DPIA of CVN 72, USS Abraham Lincoln at Puget Sound Naval Shipyard. I have profit and loss responsibility for 25 TODD employees, and two sub-contractors totaling 119 people, including 6 direct reports. Before this, I completed a contract with the Canadian Navy to train and oversee the chosen contractor for the waterborne abrasive blasting and recoating of potable water tanks onboard HMCS WINNIPEG. Recently, I was the sub-contracted Project Engineer for the blasting and recoating of 10 Main Ballast Tanks, the internal and external Sail/Fairwater, and the Recessed Bow Plane Cavities on Jefferson City, a US Navy nuclear fast attack submarine.
Corrosion Engineering Services 2-1999 to 12-2002
As Project Manager, Northwest Region (Marine) I was responsible for the successful performance of contracted NAVSEA Preservation Teams in Bremerton and Everett Washington. These crews provided preservation services (preparation and coatings) to our prime customer, the US Navy. I had profit/loss responsibility for the Bremerton team of 20 to 36, and the Everett team of the same size.
I spent a good portion of my time negotiating with contract officers, sub-contractors, port engineers, or senior military officers; or answering solicitations and preparing bids and proposals to obtain profitable marine/industrial preservation work for my crews. Prior to ship availabilities I assigned work priority status to my crew supervisors and reviewed their production status reports to track costs, manpower expenditures, and resources. We had crews working with complex preservation packages and marine decking jobs in Puget Sound Naval Shipyard, Todd Pacific Shipyard, and Everett Navy Base.
I also traveled extensively to our awarded contract sites to provide Project/Production Management.

As the Senior Technical Manager for this firm, I was responsible for developing marketing strategies for our OEM clients, business development and marketing of the many services we offered our clients, negotiated contract agreements with government contracting officers and sub-contractors, and equipment sales with our customers. I was retained to provide resource management and equipment and process specifications, and provide reliability management for our awarded prime contracts.
I specified equipment and procedure for clients such as: NAVSEA, IMIA, UCC, Earl Industries, Union Tank Car, etc., for large, complex preservation and corrosion control evolutions. I managed technical staff activities such as training, travel, etc. I frequently wrote specifications and new procedure instructions for the application of new coatings with plural component equipment. As a Consulting Industrial/Marine Coatings Specialist, I was retained by coating manufacturers to be onsite for qualification of coatings to be certified for inclusion on the QPL for government contract work. I was present during aggressive production applications such as: Main Ballast Tanks on US Navy Trident Submarines, Well Deck overheads on US Navy Amphibious Assault Ships, Storage and Fuel Tanks on commercial vessels and MSC ships, factory production line setups for Rail Car Manufacturing facilities, etc. Coating manufacturers such as Sherwin Williams, Sigma, Ameron, Euro-Navy, and Jotun have retained me for employee procedural and technical training for new and experimental coatings. I also provided comprehensive training for the operation and repair of plural component airless application equipment. I am currently collaborating with a number of coating manufacturers, in conjunction with NAVSEA, to develop a single coat, high build, edge retentive coating and application system for marine use as mandated by the ERM-1 program; and am working with a number of manufacturers of plural component equipment to develop user friendly, industry standard application equipment for ultra high solid polyurea, polyurethane, epoxy, and glass flake coatings.

As Senior Coatings Inspector IV I was responsible for providing augmented, second party, or third party quality assurance for preservation efforts by our company, or by sub-contracted services in industrial and marine environments. I provided second party QA in process and completion inspections and verification for our shipboard preservation teams, and third party QA services on contract basis to industrial/marine contractors, owners, etc. I was frequently on contract to provide reliability and production management for our associates and client companies. PRIOR QUALIFICATIONS – Overview
Marine Painter Leader/ Supervisor (nuclear): NavImFac Pac Norwest1989 to 1999
With direct supervision of as many as 42 employees, I was responsible for the successful completion of complex re-preservation evolutions on Trident class submarines such as: underwater body/hull, superstructures and fair water areas, main ballast tanks, internal tanks and voids, bilge areas, and a variety of associated tasks. I would coordinate and direct production on three submarine refits simultaneously, one in dry dock and two pier side. Occasionally I would direct preservation efforts at remote sites as well.
Constantly aware of other lead shop functions, and given the relatively short time frames of our refits or engineering overhauls, I coordinated our work packages to avoid trade interference and costly time delays. Through direct interface with the planning department, I aligned our man-hour commitment with our production status report for each task assigned to meet or exceed each one.
I have developed innovative trade and safety related training topics that kept our crews on the cutting edge of technology with an aggressive safety attitude, and also complied with federal environmental and hazardous materials/waste storage and disposal regulations.
I was responsible for employee morale, recommending disciplinary action when necessary, and recommending employee rewards when appropriate. I was an integral member of the Industrial Cleaning Quality Management Board, researching the best available technologies for appropriate cleaning equipment to support our mission at NavImFac. I was a driving force with the research, development, and implementation of the NavImFac Powder Coating Shop, which is capable of applying thermal setting or thermoplastic powder coatings in a variety of applications, and was considered the Regional Center of Excellence for powder coating and component epoxy repair for West Coast civil service activities. Also, our Teflon coating facility for valve protection and corrosion control was recognized throughout the Navy community as the finest.
Marine Painter/Blaster Leader: PSNS Bremerton, WA. 1986-1989 As leadoff mechanic, was directly responsible for on site coordination and completion of assigned tasks ranging from complex engine room/fire room bilge re-preservation, utilizing such procedures as STABCHAPS, to complex abrasive blasting and coating procedures on exterior hull types from aircraft carriers to destroyer escorts to barges. I was instrumental in the implementation of powder coatings, epoxy and polyester, and thermoplastics, as alternative coating systems for PERA CV activities. Comprehensive details upon request.
Marine Painter/Sandblaster: PSNS Bremerton, WA. 1981-1986
As a member of a shop of approximately 150, I worked in a journeyman position as a painter/sandblaster. We prepared various substrates by abrasive blasting for the application of anti corrosive and anti fouling coatings. I was frequently assigned to the “bottom gang” to blast and paint ship’s hulls and tanks. We pioneered the use of ablative antifouling on the hull of the USS Ranger, and ablative has since become the preferred anti fouling coating system for the Dept. of the Navy. Details upon request.

I was a member of a crew of approximately 30 painter/sandblasters responsible for the maintenance and upkeep of all marine equipment for PWC, from floating fuel containers to Navy YB floating cranes.
