• Completed formal project management certification through the Project Management Institute (PMI, 2001). Recognized by the CIO as the first PMI-certified Project Manager in WellPoint history and backbone of the company’s startup IT Program Management Office (PMO).
• Awarded the Navy Commendation Medal for outstanding service as AEGIS Test and Evaluation Project Officer (1998)
• As a Navy Lieutenant and Test Officer, completed the Navy’s Prospective AEGIS Commanding Officer/Executive Officer course at Dahlgren, VA (1996). The course is normally given to Commanders and Captains slated for command of new cruisers and destroyers.
• As IT Program Manager, led an information technology (IT) team of 6 project managers, and 45 programmers and analysts in scoping and moving the insurance claim intake process from paper into an outsourced, paperless environment. Included mainframe data systems, telecom, inquiry tracking, and disaster recovery/business resumption functions. Targeted $27M savings upon project completion.
• Defined requirements and developed multiple corporate options for a ground-up, build-to-suit national corporate data center project ($51M budgeted).
• Effectively led the outsourced telecom and computer networking contract between Verizon and WellPoint business units. Applied business leadership and communications skills to resolve mission-critical issues and correct processes across executive levels. Improved Vendor/Client business processes to include workflow and service level agreement (SLA) management.
• Led a national team comprising a senior voice engineer, 30 programmers, and 25 phone switch (PBX) technicians in redesigning and implementing a corporate-wide Management Information System (MIS) to measure performance across each strategic business unit’s call centers.
• Awarded the AEGIS Program Office’s Team Award for Excellence (1999). Award rarely presented to defense contractors. As a defense contractor with little formal authority, simultaneously coordinated teams of 4 to 6 project officers and over 200 people from multiple private and government organizations nation-wide for each $4-6M test project within the program.
• Saved one month of production time by developing and applying standardized templates across multiple organizations adding efficiency to the Navy’s ARLEIGH BURKE class destroyer and CEC combat system test programs. A lasting contribution, these templates are still in use over six years later.
• Led Advanced Tomahawk Weapons Control System (ATWCS) developmental testing. Directly contributed to today’s Tomahawk missile system successes against Iraq.
• As Director of Electronic Business, designed improved workflow, business processes, and materiel management. Planned and implemented the startup Electronic Records Management Division facilities move into 150% larger spaces.
• Conducted market research and developed the business plan to leverage the Navy’s chosen electronic records management (ERM) software package into a civilian-marketable service product and new corporate revenue stream.
• As Missiles Officer aboard VICKSBURG, coordinated the safe, and effective resurfacing of ship’s Vertical Launch Systems (VLS) and contractor-implemented ship-alterations (ShipAlts) in an aggressively shortened pre-deployment schedule.
• As 1st Division Officer aboard SARATOGA, coordinated the pre-deployment removal, refurbishment, and reinstallation of 231 25-man encapsulated life rafts, as well as ship’s boats, anchoring, and underway replenishment (UNREP) equipment. Prepared the ship for the final voyage of its illustrious 38-year history.
• Decommissioned USS SARATOGA in the fall of 1994. Removed salvageable equipment. Drained and preserved ship’s systems in over 600 compartments and void spaces. Prepared the historic ship for open-ocean towing.
