Responsible for technical aspects of all Society and staff functions which advance and support the Society's purposes, including but not limited to the following: (a) Coordinate the overall direction and focus of ASNE Technical Programs, providing advice and assistance to Society leadership regarding theme, structure, content, location and schedule for technical meetings and symposia to advance the Society's purposes; (b) Coordinate the overall direction and focus of ASNE Professional Development Programs, providing advice and assistance to Society leadership regarding theme, structure, content, media, location and schedule for the Society's Professional Development products and services to advance the Society's purposes. Oversee and coordinate all ASNE activities which facilitate and promote the exchange of naval engineering information between and among those who have an interest in or association with naval engineering in industry, government, academia and appropriate engineering and scientific groups and societies both nationally and internationally; (c) Maintain liaison with other engineering and scientific societies and with appropriate technical representatives of industry, government and academia as well as with members of the press and other media to promote an understanding of the nature and importance of naval engineering, to facilitate the interchange of information related to naval engineering and to aid in the development and dissemination of Society positions on appropriate technical issues.



Launched a new professional development program where professional engineering can obtain continuing education credit. Maintain the technical program portion of the organization’s web site. Responsible for all technical papers and presentations from the initial abstract acceptance phase, to draft peer reviews, to final submissions and actual delivery and the proceedings preparation. Attended committee planning meetings to organize symposia events and attend the events to help as staff liaison for smooth operation. Developed a process for filling symposia proceeding order requests. Performed other duties as assigned by the Executive Director.



ROH, Inc. April 1989 - February 2005

Program Manager/Deputy Director/Project Manager/Senior Engineer



As a Program Manager, provided engineering, technical and program management support for the acquisition, construction, and delivery of the MCM 1, MHC 51, T-AOE 6, T-AGOS 23, T-AKE 1 Class ships and programmatic support to the world’s oldest commission warship afloat, USS Constitution. As Deputy Director, managed a $5M per year contract with 35 personnel and six subcontractors to support SEA 05 technical codes. As a Senior Engineer, provided technical support to SEA 00C and Live Fire Test and Evaluation and Total Ship Survivability management support. Provided Foreign Military Sales (FMS) support to the Federal German Navy (FGN) Program Branch of PMS380. Maintained frequent liaison with the NAVSEA ship design manager (SDM) and technical codes to ensure technical problems were quickly and effectively resolved. Provided briefing assistance on electromagnetic inference (EMI) and intermodular interference (IMI) problems. Prepared work items for inclusion in PSA/PDA work packages. Developed Ship Alteration proposals and work packages for installing new equipment or making corrective action on technical deficiencies. Validated ship contract drawings and ship specification documentation package. Headed up Year 2000 (Y2K) computer issues on all PMS325 auxiliary ships. Researched systems and equipment technical issues including trial deficiencies, design problems, and equipment/material issues to identify and implement corrective action. Tracked action items, drafted correspondence and provided various programmatic support.



Worked on three different projects and supervised support staff in support of the Expeditionary and Amphibious Warfare Division, NAVSEA PMS377. Member of a companywide Communications Continuous Improvement Team looking at ways to improve internal and external company communications. Was also successful for bringing in new work for the company (TMAC – spent 1 year sabbatical before returning to ROH, Inc. after the 2000-2001 timeframe). Returned to previous employer and promoted to Program Manager. Was responsible for the execution of six task assignments (technical instructions) with the Naval Sea Systems Command (NAVSEA) and business development for company. Credited with winning three new contracts for the company to include one in a whole new area.



Supported the Landing Craft Assault Craft (LCAC) acquisition and life cycle support program office. Tracked action items and made technical recommendations to resolve open issues. Drafted correspondence and started preparations for a fleet wide conference. Obtained new business for TMA in supporting a portion of PMS377 that we didn’t have any work in. Supported acquisition of JCC(X), which is the Navy’s new Command and Control platform. Developed web site format structures. Started-up the JCC(X) Corporate Document Management System (CDMS) file structure and started populating. Drafted a Procedures and Policies Manual concerning the use of an Integrated Digital Environment. Prepared the initial weekly highlights for the program.



As a Project Manager assigned to the Amphibious Warfare Division, responsible for six personnel to include two subcontractor support efforts. Support six separate clients in providing engineering and technical support for the Amphibious Ship HM&E, combat systems, C4I, Life Cycle and Management Divisions. Responsibilities covered all PMS377 amphibious ships with an emphasis on maintenance, repair and modernization efforts. Use NAVSEA S9AAO-AB-GOS-010/GSO; General Specifications for Overhaul of Surface Ships (GSO) and other related Fleet Modernization Program documentation. Has management responsibility for all life cycle amphibious ship’s HM&E, Combat Systems and C4I modernization, repair and maintenance programs. Responsible for the development, review and maintenance of Alteration Equivalent to Repairs (AERs), Justification Cost Forms (JCFs) and ShipAlt Records (SARs) to ensure technical accuracy and Fleet/Battle Group interoperability is maintained. Ensures technical information provided for repair/modernization packages before they are provided to clients. Conducts liaison efforts within and outside NAVSEA to resolve issues. Attended various meetings and conferences to assist in issue identification and problem resolution. Research HM&E, combat systems and C4I technical issues and action items and provides inputs as requested.



U.S. Navy, Surface Warfare Officer May 1984 – April 1989

Chief Engineer/Auxiliary Officer/Repair Officer/Electronic Warfare Officer/First Lieutenant



Directly responsible for the operation, maintenance and repair of the main propulsion, electrical, auxiliary systems, and damage control organization in accordance with the SORM. Managed Engineering Department during a four month DPMA at NASSCO shipyard. Monitored shipyard, contract, and ship’s force work to ensure progress and schedule adherence. Participated in all aspects of advance planning including POT&I programs, CSMP validations and work definition conferences. Developed a comprehensive undocking plan. Ensured engineering logs, records and programs were maintained properly. Reviewed all technical manual feedback reports and engineering procedures feedback reports. Maintained APLs, COSAL, and configuration data to ensure availability of spare parts and the execution of proper maintenance and repair procedures. Supervised all on-going work and ensured accomplishment on schedule. Instituted a comprehensive ship’s force work list and monitored accomplishment in all engineering spaces. Cited for outstanding development of an emergent storm damage work package for the ship. Conducted liaison activities with tenders, contractors, shipyards, NAVSEA, SUPSHIP, and Navy repair activities concerning the planning and execution of availabilities. Reviewed work packages and preparations of 2Q/2K Forms for completeness and validity. Maintained and updated ShipAlt, MachAlt and ship drawing files for the ship. Served as Safety Officer and chaired the Safety Committee and running the shipboard safety program. Resigned commission and obtained honorable discharge from active duty service. Spent another 8 years in the U.S. Naval Reserves.
