Objective
Return to some aspect of the authorization, funding, acquisition, operation, maintenance, and repair of marine assets; which I performed for 35+ years for various vessels seagoing hopper dredges, tugs, towboats, barges, hydrographic surveyboats, sejf-elevating work boats, snagboats, barges, other craft,etc.) owned and operated by the U.S. Army Corps of Engineers.
Experience
May 2009 - November 2009 – Employed by ETI Professionals, Inc., under contract to the U.S. Army Corps of Engineers, Jacksonville, FL, District Office, as a Senior Mechanical Engineer. Developed contract specifications for various complex and conventional repair and construction activities. These assignments included contract specification writing, management of the program for acquisition of, and improvements to, capitalized assets. Performed necessary associated liaison and coordination with other agencies and contractors. Applied professional engineering knowledge and abilities in resolution of problems as they arose during the successful completion of these items of work. Management placed full reliance and confidence in my technical judgment and experience. Developed Master Ship Repair contract specifications for the repair and modification of vessels. Developed contract specifications for the building of new hydrographic surveying and other vessels. Developed requests and a Five-year Plan for the additions, betterments, replacement, and management of capitalized assets.
March 1993 – July 2003; December 1991 – November 1992; and January 1967 – September 1991: Senior Mechanical Engineer, Supervisory Mechanical Engineer and Mechanical Engineer. Served as District Plant Manager (and Assistant to the District Plant Manager), responsible for programming, authorization, engineering, design, acquisition, alteration, operation, maintenance and repair all floating plant, mobile land plant (including motor vehicles from January 1967 to August 1985), fixed land plant, and navigation electronics equipment throughout the Jacksonville District, U.S. Army Corps of Engineers. Was responsible for all radio communication equipment throughout the District from January 1967 to July 1986. Managed the day-to-day operation of several boats, from 65 feet to 105 feet in length, with a total crew complement of 20+ persons.
From February 1995 to March 1998 was responsible for management of two field survey parties performing hydrographic surveying throughout the District.
From January 1967 to July 1982, assisted in the operational control of up to 3 seagoing hopper dredges, with a total crew complement of 200 persons.
From October 1979 to November 1982, was responsible for operation and maintenance of 2 booster pumps, barges, tugs, cranes, front-end loaders, bulldozers, etc., and supervised up to 30 Wage Grade employees performing direct pumpout in connection with a Corps owned hopper dredge for the placement of dredged material on beach nourishment disposal areas. Served as Corps wide consultant regarding booster pumps and direct pumpout operations. Prepared annual Plant Replacement and Improvement Program and quarterly reports, and managed the program for capital expenditures for all plant and equipment for the District. Served as a Member and the Chairman of Boards of Investigation, pursuant to U.S. Army and Corps of Engineers’ safety regulations, throughout the District, from 1967 to 1998; including maritime incidents. Retired effective July 3, 2003, with 40 years and 6 months of continuous service.
September 1991 December 1991: Temporary promotion to Supervisory Civil Engineer, responsible for planning, scheduling, coordinating, reviewing, and supervising the activities of the Branch. As Chief, Navigation Section, was responsible for operation and maintenance of all navigation and flood control projects assigned to Con Ops Division. Responsible for preparing and implementing Disposal Area Plans. Responsible for interpreting HQUSACE, Division, and District policy for environmental control on dredging projects. Supervised preparation of Public Notices, Water Quality Certificates, and Statements of Findings for Maintenance dredging activities. Responsible for the preparation of Hired Labor plans and specifications, and supervising Corps owned hopper dredges. Maintained effective rapport with Federal, state, and local officials in support of projects.
September 1978 October 1979: Supervisory Safety Engineer, GS 0803 12. As Chief of the District Safety Office, Jacksonville District, U.S. Army Corps of Engineers, administered program for accident prevention and control; safety management; and accident investigation, reporting, and analysis. Supervised the Jacksonville District Health Unit to provide health care for all District employees, and all tenants of the Federal Office Building and the Post Office Building/ Federal Courthouse in Jacksonville, Florida. Designated as District Diving Coordinator, pursuant to applicable Corps of Engineers regulation in June, 1979.
