Port Engineer

Objective


A fully qualified Civil Engineer specializing in Port and Marine Engineering, Dredging of Channels and Harbours, and Coastal Engineering. Certified by the Odessa National University, member of ASCE and Council Member of the Gerson Lehrman Group for industrial and residential construction.



He has successfully delivered major project programs in excess of ($1.0 billion) requirements prior to deadlines whilst managing 3,000 workers under strict QHSE standards.

Project Description: A first class residential development of fifteen floors buildings of apartments that covers 10 ha. Included Kindergarten, Stores, Sport ground, Play areas, Car parking, Bakery, Fitness Club and Healthcare centre. USD 300 million, phase 1.

Responsibilities/Tasks: Senior Project Manager. Improved the internal roads solution –saving 300 000 USD- and implemented a rigorous system to guarantee the piles foundations of the first phase building for 0,5 % quality failures.

Riga. Work with the Investment Director/Managers to support the estimating, budgeting, systems evaluation and constructability of projects.

Direct the preconstruction design feasibility and cost estimating processes.

Work with investment team and support their efforts with governmental bodies and other interested parties to obtain necessary project permits and entitlements.

Oversee and be accountable for overall project schedule including delivery schedule of entitlements, design and permits, and construction activities.

Monitor and ensure timely completion of projects in compliance with the established budgets, schedules, and codes.

Select, coordinate and negotiate agreements with general contractor(s) for all components of projects. Manage soft and hard costs versus budget.

Review invoices to ensure accuracy and compliance to approve budget and to verify accurate percentage of completed work is reported.

Responsible for construction administration management of general contractors and project consultants, ensuring adequate staff, compliance to cost and timely completion and delivery of product.

Lead regular pre-construction meetings.

Assist in financial analysis on project development costs.

Panama Container Port Balboa Expansion Phase IV.

Project Description:

A joint project with L. Berger Group.

A 1000 m. Terminal Container Project Development and 60 ha. of land reclamation. Project Director and tender lead. Main technical solutions, extraction of sunken vessels program and work statements. Project awarded by Hutchison LTD–a world class operator in port services from Hong Kong stock market. USD 800 million.

Responsibilities/Tasks: Project Director

Panama. Design and Supervision of main solutions and Tender Proposals.

Designs and Rehabilitation of Industrial Infrastructures and Installations. Spain. GIDAI.

Project Description: Modernisation project and repair of port industrial polygons and infrastructures in North Spain, Santander port. USD 1,5 million.

Fight and Security against fire for dynamic systems and tunnelling.

Project Description: Assessment and feasibility study of improvements for reliability and security fight fire systems in tunnelling transport in Spain.

Project Description: Assessment of model, field study and solutions from the Grenoble Centre for a new maritime installation in the Monaco Principality. USD 1 million.

Project Description: Residential complex marine port and coastal engineering design. A project of 1500 luxury houses, 2 five stars and four stars hotels. Sport areas, port and 35 km of beaches and shore line to manage. USD 3500 million.

Palo Alto Sugar Cargo Terminal.

Project Description: The biggest maritime specialized installation for bulk sugar in the world. 65 000 - 80 000 TM dead weight vessels, land reclamations, auxiliary port, berth 12 M depth, 10 km of access navigation channel. 100 Million USD.

Responsibilities/Tasks: Construction Director.

Responsible for definition of general constructability and engineering solutions on site, adjustment of technical solutions, selection of equipment and technology for breakwaters, coastal protection, dredging, sheet piling, prefabricated concrete solutions and built up, land reclamations, and auxiliary land installations and equipment.

More than 50 projects.

Project Description: Dredging and port construction works. Management of Technical and Production controls, organization, project supervision.125 engineers managed.

Responsibilities/Tasks: Construction Director.

Technical controls, general production organization, projects approvals and supervision, coordination of production activities, supplies, equipment, crews and land workforces. About 125 engineers distributed. 150 Million USD/year.

On site Construction of two wharves for 5.50 M deep, and a 500 T slipway. Underwater slipway built–up of 100 Ton prefabricated concrete elements helped by diver crews. Mechanic tolerances of heavy elements under watered 10 mm. Production supervision.

Technical controls, general production organization, project adjustments on site and supervision, coordination of production, supplies, equipment, and workers. About 25 workers, a 130 ton floating crane. Local organization.
