Experience
As Personnel Director, planned, organized all Installation Personnel and Administration Center (IPAC) pay and administration actions for 5500 military and civilian personnel and 1800 Japanese civilian personnel. Developed thirty-two core processes which have streamlined all computer, paper products for pay, administrative, travel, promotions, financial management, budgeting, auditing, records accountability, legal reports, ID Cards and temporary and permanent transfer processes. As Ship Repair Project Officer, for Integrits/South West Marine Shipyard, Planned, organized, and directed repair teams and personnel. Developed goals, and objectives based upon repair and ship schedules. Researched, interpreted, analyzed, and applied guidelines, policies, regulations and contracts with respect to equipment repair and testing. Assigned, and coordinated work plans, personnel assignments, and schedules. Directed organizational assets during all types of complex problem solving scenarios. Identified, and managed personnel, overtime, equipment, supplies, office spaces in attaining repair objectives in direct support of numerous U.S. Navy ships. Accepted, amended, and enacted work products from twelve other departments and offices. Oversaw, scheduled and conducted training on individual repair actions, test schedules, repair standards, contractual obligations and material ordering process. Assessed and revised policies, procedures, and progress tracking programs. As Material Officer for Naval Special Warfare Group 3, planned, organized, and directed repair, inspection and operations of fifty Naval Special Warfare (NSW) surface craft (11 Meter Rigid Hull Inflatable Boats (RHIBS), 50 knot MK5 Special Operations Craft (SOC), Cyclone Class (PC-1) vessels) and seven undersea delivery craft/systems (MK8 SEAL Delivery Vehicles, USS Piranha (ASDS-1) - Advanced SEAL Delivery System), weapons, sensors and engineering systems of Naval Special Warfare Group Three (NSWG-3), Special Boat Team Twelve (SBT-12) and SEAL Delivery Team ONE (SDVT-1). Developed goals, objectives and certification processes for material, weapons, sensors for all SEAL team delivery assets. Researched, interpreted, analyzed, and applied all repair related and Special Warfare operational guidelines, policies, and regulations. Assigned, and coordinated work plans, personnel assignments, for all repair, maintenance, training and qualification schedules. Directed organizational assets in complex problem solving scenarios. Identified, and managed personnel, overtime, equipment, supplies, department offices/ spaces in attaining command objectives, supporting six tenant commands. Established and maintained metrics and analysis systems (Activity Bases Costing, Oros Modeling and Process Management Model). Assessed, revised and enforced all NAVSEA Diesel Engine Inspector (DEI) Program for 190 diesel engines. Managed annual repair budget of $15M, including all aspects of repair funding, and repair contracts. Performed weapons, engineering, control systems, specific equipment failure analysis. Managed Quality Assurance Program and multiple Integrated Process Teams (IPT's).
