Career Summary: Over 25 years of increasing responsibility, leadership and achievement in engineering, industrial, maintenance management and senior positions in the U.S. Navy and in the private sector. Developed a Navy reputation as a problem solver/turn-around professional. Significant achievements in positions such as Chief of Staff, Unit Commander, Chief Engineer, Shipyard Project and Ship & Facility Maintenance Manager. All positions include fully successful P&L management.



MacCauley-Brown, Inc. 2012-current

Information Operations/National Marketing Planner supporting U.S. Southern Command operations in the western hemisphere. Subject matter expert, leading efforts to implement national marketing strategy countering narcotics and trans-national crime in Nicaragua, Honduras, El Salvador, Guatemala, Belize and cross-border regions of Mexico. Recently transferred to more senior level planning responsibility in the European Theater.



Fourth Fleet Liaison Officer 2009-2011

U.S. Fourth Fleet senior liaison officer at U.S. Southern Command. Senior staff point of contact for military forces execution of National Policy, ship operations and, humanitarian and disaster response activities for the Western Hemisphere. Deployed in support of disaster assistance activities and mil-to-mil training missions. Led expert level efforts at Southern Command to brand the U.S Navy and Fourth Fleet in Central and South American operations.



Chief of Staff, Joint Task Force 2006-2009

Chief of Staff for a Joint Task Force – managed over 2000 joint forces members and over $100MM in equipment, services, contractors and combat assets. Multi-agency leadership, regular interaction at highest military and civilian leadership level. Directed and managed annual budget in excess of $130MM, while slashing close to $35MM in excess/unnecessary expenditures. Interacted regularly with the press corps and other interested agencies -- kept the Force on message.



Commander, US Navy Mission 2000-2006

US Military Group Honduras and subsequently Colombia - Developed engagement plans and led partnerships with multiple agencies to execute operations. Personally led shipyard efforts to improve patrol vessel conditions, maintenance programs and to relaunch the Honduran Navy in national defense and fisheries patrols. In Colombia, led efforts resulting in two-fold increase interdicting narcotics traffic in the Caribbean. Worked with Colombian Navy senior leaders in counter terrorism/narcotics and daily combat operations of the Colombian Navy. Developed shipyard, maintenance & commercial partnerships and implemented crew training, engineering & maintenance programs, shipbuilding support and operational solutions for Colombian Navy patrol craft, ships, submarines and riverine vessels. Reduced new-build costs by 30% for Nodriza class river vessels.



Shipyard Project/Yard Manager, Sales, Marketing Director 1991-2000

Atlantic Drydock, Service Marine Industries - Craft/trades management, job estimating & project planning/execution, QA/QC & subcontractor management on commercial and military ship overhaul, conversion and repair projects. Worked with Seabullk, Omega Protein, Hornbeck Offshore, Tidewater and other operating companies to standardize fleet maintenance practices and to develop complementary dry docking work packages. Led the team responsible for establishing Service Marine as a brand name shipyard, growing SMI from a small $6MM repair yard to over $400MM of new construction, topside maintenance and repair. Over 5500 hours of PMI project management time.



Project Manager and Industrial Services Branch Manager 1987 – 1990

ANADAC (Project management & consulting) & TEAM/Leak Repair, Inc. (Industrial services)

Project manager and engineering consultant for new facility construction and outfitting of 24 industrial facilities at a TRIDENT nuclear submarine base and shipyard. Subsequently, a highly successful one year project to turn-around a distressed industrial services/plant maintenance branch providing design-fabricate-install repair & maintenance projects in power generation (nuclear & conventional), pulp & paper and petrochem industrial plants.



Naval Officer thru Lieutenant 1979-1987

Naval Officer (Surface Warfare) ranks Ensign thru Lieutenant. Strong ship repair, Chief Engineer, plant and ship operations experience to include engineering instructor, plant inspector (steam, diesel & marine gas turbine) and, maintenance manager. Extensive marine gas turbine and diesel power generation management experience. Highest rank at retirement (Active): Captain/O6.



Current DoD TS/SCI clearance based upon updated SSBI of April 2011.
