Responsible for all marine contract-related acquisitions, sub-contract administration, property management, warehousing, shipping/receiving activities, dive locker operations, passenger transportation services and harbor control operations. Managed a 92-person department, 14 watercrafts, consisting of scientific research vessel landing crafts, tugs, fast ferries and barges (cargo, fuel & water) and an Intermediate Ship Maintenance Facility. Operated and maintained a 12-hoist Syncrolift ® shiplift for drying dock vessels. Developed budget inputs, managed an annual budget of $5.5M and successfully reduced the attrition rate to zero, among first-term contract personnel, while increasing the department’s manning readiness rate from 85% to 91%.

Provided oversight for the overall day-to-day business activities. Directed 30 people to meet project scope, time and budgets constraint. Managed $2.2M in projects for several large, complex, global projects. Accounts represent the defense, engineering, construction, and information technology industries. Major accounts included working with the U.S. Navy and U. K. Ministry of Defense. Managed contractual and customer processes to ensure compliance with agreed upon requirements. - Information Technology Resource Manager, Naval Service Training Command, Dec 02–Oct 05. Responsible for long-range planning, acquisition, life cycle support of regional training systems as well as integration and coordination of all facilities and information technology initiatives. Developed an integrated project plan for the acquisition, delivery, installation and testing 700-seat Integrated Electronic Classrooms, including building infrastructure and the negotiation of a wide area connectivity memorandum of agreement.

Served as the single point of contact for coordination, planning, execution, and documentation of ship maintenance requirements at the depot, intermediate, and organizational maintenance levels on a U.S. Navy Amphibious aircraft carrier.
