Responsible for all marine contract-related acquisitions, sub-contract administration, property management, warehousing, shipping/receiving activities, dive locker operations, passenger transportation services and harbor control operations. Managed a 92-person department, 14 watercrafts, consisting of scientific research vessel landing crafts, tugs, fast ferries and barges (cargo, fuel & water) and an Intermediate Ship Maintenance Facility. Operated and maintained a 12-hoist Syncrolift ® shiplift for drying dock vessels. Developed budget inputs, managed an annual budget of $5.5M and successfully reduced the attrition rate to zero, among first-term contract personnel, while increasing the department’s manning readiness rate from 85% to 91%.
