? Designed and implemented 2-week orientation and training program, testing and certification for TMC Operators.

Delaware Department of Transportation

? Developed transition plan and provided construction oversight of new TMC and Emergency Operation Center.

? Scheduled and hosted monthly Work Group meetings, recorded minutes, maintained action item lists and facilitated discussions and resolutions of issues with engineers, architects and government officials.

? Developed safety and emergency guidelines and SOPs, and implemented Homeland Security initiatives.

Pennsylvania Department of Transportation

? Developed conceptual requirements for District 2-0 TMC based on Regional Architecture, including: needs assessment, systems development, communications, operations, facility, amber alert and homeland security.

? Performed feasibility studies on the use of E-ZPass probe technology for implementing a travel time system.

? Analyzed Pittsburgh TMC ATMS software, system and ITS devices for implementation and integration into PENNDOT District 2-0 TMC.

? Performed Fiber optic cable extension survey to assess replacement of the existing D-6 leased T1 communications medium to allow the Montgomery County EOC to share video and serve as the corridor's central hub.

New Jersey Highway Authority

? Assisted EK Technology Group in the emergency replacement of the NJ Highway Authority's SONET fiber optic network by upgrading Intelect SONETLYNX OC-3 system to Siemens OTN 2500, OC-48 - 2.488 Gbps.

? Installed, tested and converted to two-ring fiber network (20-node South and 10-node North rings).

I-95 Corridor Coalition

? Provided operations expertise for complex multi-agency effort initiated by Amtrak and I-95 Corridor Coalition.

? Assisted in the assessment and development of intermodal use of VMS and HAR along the northeast corridor.



Senior Operations Center Manager

Urbitran Associates Inc. Engineering Firm, New York, New York Nov 1996 – Nov 2000

Provided incident and operations management consulting expertise on the Joint Traffic Operations Center (JTOC) and Prospect/Gowanus TMC projects.



Duties & Accomplishments

? Promoted to second-in-command of the 24/7 Traffic Operations Centers (JTOC & Gowanus TMC).

? Managed, supervised and operated ITS equipment to help dramatically reduce monthly clearance time averages for accidents, debris and disabled vehicle incidents on major roadways from 1-½ hours to less than 20 minutes.

? Developed training material and trained staff of 25 employees from five consulting firms in operating procedures, protocols, and ITS device technologies.

? Conducted tours and presentations for government agencies and visitors.

? Attended regular NYDOT client/partner management meetings to discuss and implement project goals.

? Coordinated emergency response teams and shared traffic information with the public and stakeholders.
