Operations Manager

Objective


Obtain a shore-side position in operations or marine operations or obtain a position as Captain or Mate commensurate with credentials. Prefer passenger vessel industry.


Experience


Party Line Cruise Company (www.cloudx.com), Riviera Beach, FL. A company operating the US-flag, IMO SOLAS-HSC Code compliant SWATH-hull passenger ferry MV Cloud X (123’, 799 GRT) between the Port of Palm Beach, FL and Freeport Harbor, Grand Bahama Island.

OPERATIONS MANAGER – March 2004 to present. Responsible for managing marine operations, including the hiring, scheduling, and occupational training of deck marine Officers and crew and the safety training of all Officers and crew. Responsible for ensuring implementation of SMS and VSP, including associated training. Responsible for occasionally functioning as Master of the vessel.

Achievements:

•Restructured and condensed ISM Code compliant SMS for efficient operation and produced a significant portion of its documentation.

•Produced an USCG approved MTSA and ISPS Code compliant VSP.

•Generated a significant portion of company documentation.

MASTER – October 2003 to March 2004.



New World Ship Management Company/Clipper Cruise Line (www.clippercruise.com), St. Louis, MO. A cruise line operating the US-flag SOLAS-compliant ships MV Yorktown Clipper (257’, 97 GRT, 2354 GT ITC) and MV Nantucket Clipper (207’, 95 GRT, 1471 GT ITC) on 5+ day itineraries in a wide variety of geographic locations.

MASTER – July 2001 to October 2003. Captain in charge of all on-board operations and departments, supervising up to 40+ Officers and crew. Responsible for ensuring implementation of SMS and VSP, including associated training.

Achievements:

•Operated inaugural Belize, Guatemala, Honduras voyages; established a substantial portion of itinerary operation.

•Revised rotating deck schedule to comply with changing operational and regulatory requirements using existing resources.

•Produced an Emergency Station Bill using Microsoft Word to improve emergency response contingency and to facilitate “in-house” document maintenance.

•Developed detailed space-specific firefighting plan for the vessel.

FIRST OFFICER – May 1991 to December 1996.

Achievements:

•Vast experience handling and maneuvering both vessels.

•Produced a comprehensive deckhand training manual using Microsoft Word to replace a disjointed collection of outdated documents. New training manual was adopted company wide.

Ella Star Casino, North Miami Beach, FL. A company operating the 154’, 99 GRT, US-flag off-shore casino vessel MV Ella Star.

MASTER – October 2000 to July 2001. Captain responsible for marine operations of vessel and port, for marine crew staffing, all crew safety training, and for on-board marine management of the operation. Exposure to a high level of passenger interaction.

Achievements:

•Involved in launching this casino vessel operation and acquiring the initial COI for the vessel.

•Developed the Emergency Station Bill and emergency evacuation plan.



Casino Padre, South Padre Island, TX. A company operating the 202’, 473 GRT, US-flag off-shore casino vessel “MV Casino Padre”.

MARINE OPERATIONS MANAGER – July 2000 to October 2000. Captain responsible for marine operations of vessel and port, for marine crew staffing, all crew safety training, and for on-board marine management of the operation. Exposure to a high level of passenger interaction.

Achievements:

•Reduced manning requirements for estimated annual payroll savings of $94K.

•Developed a more effective Emergency Station Bill and emergency evacuation plan.



Leisure Time Cruise Corporation, Gloucester, MA. A company operating the 196’, 432 GRT US-flag off-shore casino vessel “MV Vegas Express”.

MASTER – July 1998 to February 2000. Captain responsible for marine operations of vessel and port, for marine crew staffing, all crew safety training, and for on-board marine management of the operation. Exposure to a high level of passenger interaction.

Achievements:

•Involved in launching this off-shore casino vessel operation.

•Reduced manning requirements for estimated annual payroll savings of $150K.

•Developed a more effective Emergency Station Bill and emergency evacuation plan.



Europa Cruise Lines of Florida, Miami Beach, FL. A company owning and operating several off-shore casino vessels from various Florida ports.

MASTER – March 1997 to July 1998. Captain having ultimate accountability for 167’, 808 GT Panama-flag Casino ship, “MV Europa Sun”. Captain responsible for marine operations of vessel and port, for marine crew staffing, all crew safety training, and for on-board marine management of the operation. Exposure to a high level of passenger interaction.

Achievements:

•Mastered handling this vessel, a skill which had challenged many others.

•Implemented company ISM code Safety Management System for the vessel and port.

•Negotiated U.S. Customs procedure change resulting in approximately $30K annual savings.

•Executed changes necessary for vessel to conform to new CFR Subchapter K regulations.

•Developed a more effective Emergency Station Bill and emergency evacuation plan.

•Produced a spread sheet accounting system in Microsoft Excel for shipboard marine petty cash fund improving accuracy and efficiency of reconciliation.

BS in Aerospace Engineering, University of Missouri – Rolla, May 1988


Certification


•Master 1600 GRT (3000 GT ITC) / 3rd Mate of Steam or Motor vessels of any gross tons on oceans; Unlimited RADAR Observer. Type-Rated License Endorsement as Master of High Speed Craft (SWATH Super 4000) between West Palm Beach, FL and Freeport, Bahamas.

•Merchant Mariners Document – Any unlicensed Deck rating including AB, Medical PIC

•STCW 78/95 Certificate - Commensurate with USCG License and MMD

•FCC GMDSS Marine Radio Operators Permit

•STCW Course Completion Certificates for Basic Safety Training; Bridge Resource Management; ARPA; GMDSS; Medical PIC; Crowd & Crises Management and Human Behavior; Terrestrial & Coastal Navigation (OICNW); and Instructor, Supervisor, and Assessor (Train the Trainer) Qualification Course.
