Duties: In the only office of its kind in the world the Deputy Director is assigned to U.S. Embassy in Baghdad, Iraq. In the absence of the Director of the Office of Hostage Affairs, the Deputy assumes full responsibility and acts as the direct representative of the Ambassador for all hostage related matters in Iraq. The deputy serves as the in-house crisis and treat mitigation specialist and advisor to U.S. government officials, foreign embassies, private and international organizations, and designated local nationals on hostage recovery and crisis procedures, policies, theories, and practices in Iraq.
Chief Intel Support Branch, Armor Holdings Corp. Manassas, VA 9/2005 – 2/2006
Duties: Chief Intel Support Branch (ISB) responsibilities include the collection, and dissemination of all source operational intelligence and information including GIS products processed specifically for operational teams in the field. Duties: Accomplished operations planning officer assigned to European Command Joint Inter Agency Coordination Group (EUCOM JIACG) advising and providing liaison to personnel from the Defense Intelligence Agency (DIA), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Department of State, Department of the Treasury, CENTCOM, PACOM, SOUTHCOM and SOCOM. Skilled joint staff action officer, who prepares, updates and maintains staff estimates. These estimates are used by the JIACG Chief and other COCOM staff elements for decision making. These estimates and recommendations include all significant data and are compiled using the most accurate information available. Counter terrorism and Counternarcoterrorism both imply a Nonproliferation and International Security (NA-24) agenda. Recommendations normally include several alternatives for these estimates on how to employ all available assets and resources. These estimates and reports are used and designed to inform and assist all affected staff elements in their decision making process. Responsible to the Deputy Assistant Secretary of Defense for Counter narcotics (DASD-CN) for the production and validation of the USEUCOM Theater Counternarcoterrorism (CNT) / Counter Drug (CD) program and its ability to support the Global War on Terrorism (GWOT). Provide risk assessment briefings, and perform information gathering, storage and retrieval for CD threats, assessments, and operational support and use historical lessons learned for future planning requirements. Provide extensive maritime operational expertise to theater, strategic and operational planners and assist in numerous working groups. Represented USEUCOM CNT interests and directives then provided liaison to national, theater, partner nation meetings and planning conferences. Provide personal operational expertise, experience and incite on CD / CT operations and tactical operational planning, threat analysis, threat vulnerability, operational courses of action and possible contingency situations. Develop plans and assist in the execution of CD operations. Maritime and port counter terrorism force protection subject mater expert. Extensive experience in conducting threat vulnerability assessments and pre-deployment site surveys and provides written and verbal reports on discrepancies. Coordinate and conduct liaison with U.S. Embassy officials and host country security forces. Neil has the uncanny ability to identify gaps in training and security procedures and reviews threats with multi agency support to protect personnel, facilities and Infrastructure. He also employs “Red Cell” techniques to identify gaps in his own security project, planning, execution, and reporting. He has extensive Interagency and U.S. Embassy close operational support knowledge of Security, Hostage / Abduction abroad, Counter Terrorism (CT) and Counter Drug (CD), experience. Neil provides technical and management leadership for various tasks on projects, including project planning, execution, and reporting. Neil also provides recommendations which directly effect current, future and contingency operations.
