2002-Present, Naval Architect, Program Manager ABS

ABS Certified for Structural Plan Review wrt Steel Vessel Rules, Support DDX Program as Certification Coordinator Ship and Engage Segments. Facilitate use of ABS NVRs for Phase IV implementation. Conduct Damage Repair Port State surveys and weld process and welder qualifications and certifications. Part of special Thunder-horse Offshore CAT Project.

2001-2002, Task Manager TSPS NAVSEA

Managed task team to develop Total Ship Performance Specification for NAVSEA in electronic format.

2000-2001, Ship Design Manager Ingalls SY

Heading collaborative effort between US Navy and Ingalls shipyard during initial Phase of specification and contract guidance development. LHD8 is a modified repeat of the current LHD1-7 class of ships.

1999-2000, Deputy Assistant Program Manager, NASSCO New Construction Post Delivery NAVSEA

DAPM for US Navy’s Strategic Sealift Program Office. Provide Management for 7 ships currently under construction and 15 delivered ships during post delivery industrial availability. Managed work packages for shipboard installations and modifications. Oversaw work with corresponding shipyards, MSC, ABS, SSNO, SSSD, Army and USCG to ensure ships meet intent of Sealift Requirements.

1997-1999, Ship Design Manager NAVSEA

Ship Design Manager for U.S. Navy’s Strategic Sealift Program Design Team for technical program management of USNS BOB HOPE class vessels. Responsible for technical content of system and construction drawings, calculations, technical manuals, test procedures, special studies, and other shipyard deliverables to meet contractual, classification and regulatory compliance. Manage tasking of matrix organization of engineers and other specialists. Manage deliverables, engineering change proposals for contractual and technical adequacy and provide approval/disapproval based on program requirements and costs. Manage the development of engineering work packages for shipboard installations for post delivery availability periods. Work with ABS and USCG to ensure classification, certification and SOLAS, MARPOL compliance is met.

1994-1997, Project Manager, ERAM NSWC/CD

Project Manager for the Engine Room Arrangement Modeling Project. In charge of performance, schedule, and costs for this commercial machinery space design project. Responsible for selection of; site, tools, team members, milestones, metrics, and training. Established benchmarking process for commercial ships and shipyards world wide in order to baseline industry. Implemented a systems engineering approach in design phase to balance needs of owners, shipyards, and operators.

1992-1994 Advanced Double Hull Task Area Manager NSWC/CD

Managed performance, schedule, and costs on four technical task areas of Advanced Double Hull Program. Areas; fabrication techniques, corrosion control, outfitting of distributive systems, and stability of Double hull tankers. Established and managed $2M contract with a domestic shipyard to build unique double hull sections utilizing electro-gas welding towers. Established link with Ship Structures Committee for tanker owner/operators in order to bridge gap between theoretical investigations and practical needs.

1990-1992 MANTECH Contract Monitor NSWC/CD

Technical Contract monitor for Navy’s Manufacturing Technology Program. Oversaw Penn States Applied Research Lab laser material processing program. Liaison between capabilities of ARL’s unique facility and industry.

1988-1990 Large Cavitation Channel Project Engineer NSWC/CD

Project engineer for David Taylor Model Basin test facility in Memphis Tenn. Responsible for review of P&ID’s, calculations, testing procedures, and other contract deliverables for contractual requirements. Selected, procured, and accepted Laser Doppler Velocimetry measurement and data acquisition system.

1984-1988 Hydromechanics Department Naval Architect NSWC/CD

Task Leader of CAD/CAM group. In charge of a group of Naval Architects and designers responsible for design and construction of all testing models, jigs and fixtures used in Model Basin test facilities. Converted office from a manual drafting and design operation toCAD/CAM.

1980-1984 Marine Designer Pacific Marine Design, SF CA

Chief Designer for small Naval Architecture firm. Performed traditional NA analysis and generated drawings to meet USCG and ABS requirements for a number of boats, barges and ships serving Pacific coast.

Currently NA Consultant to SeaBridge International-Design and Build effort to implement 12 Ro/Ro Ferries to US coastal Markets
