Apply my 29 years experience in either the towing or management/operations side of the marine industry. Experienced in ship docking, towline work, offshore towing, anchor handling, passenger and excursion vessels, marine operations, personnel, paddlewheels vessels, High Density Passenger Vessels, deliveries, sea trials, marine consulting & management. I enjoy working with both small indepent firms to major corporations.
Experience
1980-1995 * E.N. Bisso & Son, Marine Contractors - New Orleans, La. Primarily involved in ship docking on the Mississippi River between Baton Rouge and the Gulf of Mexico. Towing of "dead ships" for the Military Sealift Command accross the GOM and on Miss. River. Drydocking and launching of ships for Avondale Shipyards. Rig Moves in GOM. Tandem towing of seagoing barges from New Orleans to Puerto Rico on scheduled runs. Towline ships from aground. Tow lined USS Iowa onto dry dock at Avondale Shipyards.
1987-1995 * New Orleans Paddlewheels, New Orleans, La. Worked on a part time schedule when in from offshore as Captain on 150' paddlewheel excursion and dinner vessel on Miss. River. Carry out ship's business, train crew and perform passenger safety breifing. Perform narration of tour as well as navigation of vessel. Move vessel from New Orleans to Galveston as well as to Greenville, Miss.
1995-1995 River Marine Service, New Orleans, La. Master on 360' X 99' Casino vessel. Perform sea trials and outfit vessel,train 1,800 personnel in fire, evacuation and rescue drills. Carry out all ship's business and navigate scheduled runs on the Miss, River. Carry out all inspections for USCG and Louisiana Gaming Commission. Casino closed due to bankruptcy scandal.
1995-1997 * New Orleans Paddlewheels/Flamingo Casino Joint Venture. Master & Mate on 340' X 99' casino vessel,on Miss. River. Navigate and carry out ship's business, train crew in fire fighting, evacuation and rescue drills. Interview and hire marine crew and housekeeping staff. Project Manager on delivery of high density passenger vessel from New Orleans to Windsor, Canada.
1997-2001 * Vessel Management Service, New Orleans, La.
Director of Marine Operations. Manage operations of casino and commercial vessels under contract, including ship on run from Norfolk, Va. to Iceland. Oversee USCG quarterly and annual inspections. Interview and hire marine personnel. Regulatory liason for USCG, DEQ, OSHA, ABS and La. State Gaming Commission, and La. Dept. of Labor. Extensive travel. Responsible for annual budget of vessels and oversee all major repairs and underwater inspections. Fill in as Master on vessels when necessary. Project Manager on sale and delivery of high density passenger vessel to Vancouer, B.C., Canada
2001-2006 * DivCon, LLC, Morgan City, La. General Manager of commercial diving firm. Oversee daily operations, conduct saftey inspections, interview and hire offshore personnel. Especially involved in ship's husbandry, and underwater hull inspections, in-water bow thruster change outs, anode replacement, and sea chest repairs. Regulatory liason for USCG, OSHA, DEQ, and Association of Diving Contractors. Oversee purchase and outfitting of two dive support vessels. Was with company from profit of 1 million to 25 million. Extensive time spent working after Hurricane Katrina. Left company due to abuse from owner's son.
2006-2008 * Veoila Environmental Service, Special Services, Marine Division. Manager,Inland Diving-Gulf Coast Region. Create an inland diving division in Morgan City for a major firm primarily involved in deep water/saturation diving operating DP vessels. Assemble all equipment, create inspection schedules, work with warehouse manager on load-outs, testing, inspection and repair. Interview and assign personnel for projects. Division closed due to lack of salesmen and economic downturn.
2008-2009 * Captain Mark J. Noya, Marine Consulting and Management. Vessel deliveries, maintenance and repairs. Vessel deliveries along Gulf of Mexico and east coast.

* Master Of Towing Vessels Of Not More Than 200 Gross Registered Tons (Domestic Tonnage), 500 Gross Tons (ITC Tonnage) Upon Near Coastal Waters, For vessels under 200GRT (Domestic Tonnage) on domestic voyages only, the holder of the credential meets the STCW 1995 regulations without further endorsement.

Have amassed many varied skills in the marine industry over the past 29 years. Consider myself a problem solver. Good "people" skills and like working with the public. Enjoy marine operations and management as much as towline work and offshore towing.
Accomplished woodworker. Enjoy carving decoys and waterfowl as much as I do framing houses and commercial projects. I am confortable with small and large projects and will see them thru untill completion.
