Maritime Specialist/Consultant, Port Operations/Maritime Security/Facility Management

Objective


I have recently decided to operate my consultancy on a part-time basis and am seeking full time employment in this or any other job that requires Maritime Regulatory oversight, Exercise Planning Initiatives, or operational Marine Inspection Expertise.


Experience


I am 20 years Coast Guard Retired. For the last three years I have been associated with M-P.A.C.T. LLC, while operating my own consultancy on the side. I am a maritime security, piracy subject matter expert and have been responsible for port level assessments, individual terminal compliance management programs (MTSA/ISPS), as well as assisting in the development of MTSA/ISPS MARAD/USCG/DNV approved courses. I am also certified as a MARAD/USCG certified instructor and am identified by certificate as a designated Recognized Security Organization through Maine Maritime Academy, and DNV.



My CG career cosisted of ten years operations/ten years marine safety. My last position with the CG was Planning and Inteligence. I have written multiple port plans including COOP and AMSC plans. I have also written over 50 Maritime Security Plans for compliance with ISPS, and/or MTSA. I have developed over 50 Incident Action Plans in support of either National Security Exercises or as a response to events requiring Unified Command. I have held the position of Oprations Section Chief, and Planning Section Chief for two of the three Top Officials exercises, and was the exercise controller for Ardent Sentry 2006.


Education


I have completed high school. I have 60 credits towards a degree through the Coast Guard Institute including CLEP and Dante's upper level credits. I am recognized as a Visiting Professor by Maine Maritime Academy and listed as a senior instructor by MARAD and the USCG. I have been the draft creator of articles published in the Maritime Engineering news and several maritime security newsletters. I have written eight maritime security courses and multiple first responder series courses.

I am willing to entertain the option of relocating provided cost are absorbed as a condition of my employment. I have the ability to travel minimizing costs associated with relocation. I have my own health and dental insurance. I am a 10-point Veteran and identified as 70% disabled by the U.S. Veterans Administration. I have held multiple Secret Security Clearences through the U.S. Coast Guard throughout my 20 year career.
