Develop, deliver and manage Lebanese Navy training program. Develop Program of Instruction (POI) and lesson plans with emphasis in the areas of contingency planning, continuity of operations, and crisis command and control, including National Incident Management System Incident Command System (NIMS ICS). Liaise with Lebanese Navy senior leadership to ensure delivery of quality training, provide guidance and recommendations on training needs, prioritization, scheduling, personnel, etc. Provide guidance to and oversight of training staff.

Manage security programs for 30 + maritime terminals. Plan and implement security training programs. Perform Facility Security Assessments, identify risks and develop programs/policies to mitigate/reduce exposure. Assess security training and exercise needs. Design, develop, execute, and evaluate training and exercises. Expert in the Maritime Transportation Security Act (MTSA) and International Port Facility Security Code (ISPS). Implemented MTSA throughout Southeast Michigan. Wrote charter for Southeast Michigan Area Maritime Security Committee (SMAMSC); Chaired Facilities and Critical Infrastructure Subcommittee. Oversaw the review and approval of Facility Security Plans.



Chief, Port Security, Sector Detroit, Michigan

• Directed Port Security activities along the international border between US and Canada; prioritized security patrols, oversaw maritime security training, spearheaded collaboration amongst multi-national, multi-jurisdictional agencies to create the first ever SMASMC.

• Implemented MTSA throughout Sector Detroit AOR, including enforcement policy, facility inspection standards, facility inspector qualification standards, trained facility inspection personnel, providing awareness training to waterfront facility operators.

• Developed guidance for assessing security standards at waterfront facilities



Senior Investigating Officer, Sector Detroit; Conducted post-casualty investigations of maritime industry personnel and vessels to determine cause of marine casualties.

Chief, Port Operations, Marine Safety Office Juneau, Alaska; Managed facility inspections programs to reduce risks of death, injury and environmental damage. Maintained Area Contingency Plan (ACP), implemented to prevent and respond to oil spills and hazardous materials releases in the coastal zone.

• Wrote and maintained multiple contingency plans including shipboard firefighting, marine salvage, natural disaster, mass casualty. Planned/facilitated exercises with commercial passenger vessels, waterfront facility operators, federal, state and local response agencies.

• On-Scene and Incident Command Staff experience in high profile pollution and casualty incidents including major cruise ship groundings, fishing vessel sinkings, waterfront facility fires, etc.

• Managed facility inspection and container inspection programs; performed inspections of bulk oil and hazardous materials handling facilities, initiated/evaluated oil pollution exercises involving facilities and commercial vessels.

• Managed Special Interest Vessel Program; coordinated intelligence resources to observe/monitor vessels of targeted classes and flag states. Interacted with foreign embassies and shipboard personnel to gather intelligence, assess force majeure claims, determine safety of operations.

• Oversaw facility inspection and enforcement program; wrote civil and administrative cases, briefings, motions, etc. for presentation to Hearing Officer.
