As a risk analyst, provided analytical operational risk management support for the USCG Atlantic Area Operations Plans and Analysis Branch (LANT Axo) and the Operations Command Performance Assessment Division functional team to support key decision-making processes, asset allocations and risk baseline analysis. Project Manager for USCG Technical Training and Support Services contract, responsible for 24 maritime law enforcement instructors at the Federal Law Enforcement Training Center (FLETC) and all contract support, including resources, people and support service management. Supported numerous technical projects including USCG Fishing Vessel enforcement effectiveness, towing vessel safety management system effectiveness, writing port security grant requests, writing port security and maritime domain awareness manuals for Dubai Ports Company project, independent verification and validation of Saudi Aramco offshore platform security vulnerability assessment and developing and revising policy and directions for the USCG Surface Forces Logistics Center. Experienced business development manager with understanding of the entire capture process (Shipley) including pipeline development, bid/no-bid analysis, capture plan development, teaming strategies, color team reviews, price-to-win analysis, and proposal development.

Project manager and SME for maritime domain awareness pilot project, managing Interagency Operations Center’s support throughout complex event management and international collaboration software suite implementation for the U.S. Navy and SPAWAR. Program manager for Port Security Grant program, managing development of Portwide Strategic Risk Management Plans and Trade Resumption/Resiliency Plans for major commercial shipping ports. Capstone Instructor for DHS Critical Infrastructure Protection course. Instructor for highly successful U.S. State Department Maritime Interdiction to Terrorism (MIT) course delivered to the Trinidad and Tobago Coast Guard and Customs and Excise Officers and for the Instructor Development Course in Nairobi and Mombassa Kenya. U.S. Coast Guard



Operations Officer - Tactical Law Enforcement Team South

Supervised operational employment, scheduling, training and logistical support for nine Law Enforcement Detachment (LEDET) teams, unit training staff, and unit K-9 detection team, comprising 102 personnel. Responsible for scheduling and training LEDETs for counter-drug (CD) deployments, Maritime Intercept Operations (MIO), domestic Maritime Homeland Security (MHLS) patrols, and operations with local U.S. Coast Guard (USCG) and federal agencies. Liaisoned with Interagency Operation Center commands and U.S. Navy for operations planning and policy. Vertical Insertion qualified. Trained more than 200 students in Vessel Boarding Search and Seizure (VBSS) including vessel search procedures, hidden compartment identification and other related topics, contributing to highly successful operations in the Middle East and during counter drug interdictions. Conducted numerous Non-Compliant Boarding courses in preparation for LEDET deployment to the Middle East. Developed and conducted first two USCG-sanctioned 250-hour training courses for USCG Maritime Safety and Security teams on higher tier combat marksmanship, defensive tactics, rappelling and non-compliant boarding procedures. Assisted development of USCG Unannounced Nighttime Boarding (UNB) procedures.



Officer-in-Charge of Law Enforcement Detachment – Tactical Law Enforcement Team South

Responsible for safety, training, and readiness of 9-member team. Managed travel and equipment funds of $200k. Coordinated/prepared deployments aboard U.S. and Allied ships in support of counter-drug and special operations. Advised host unit on all aspects of Maritime Law Enforcement (MLE), including boarding procedures and Maritime Intercept Operations, facilitating communications between on-scene assets and operations centers from detection and monitoring through case prosecution. Progressively responsible for assignments in the most challenging environments, including hostile waters in the Middle East. Specific expertise in MLE; drug interdiction, boarding operations, hidden compartment identification and surveillance, intelligence gathering and boarding technologies including borescope and associated contraband detection equipment. Hand-picked to lead boarding teams – credited with numerous go-fast and hidden compartment drug seizures totaling over 13 metric tons and valued at over $300 million including the arrest of 33 drug smugglers. Requested by name to act as Subject Matter Expert and boarding team member for White House level requested boarding of a vessel inbound to US suspected of smuggling terrorists.



USCGC Reliance

Responsible for supervision and direction of equipment and personnel associated with deck seamanship and ordnance, including those involved in loading/unloading operations, helicopter operations, life saving equipment and boats. Collaterals included Aviation Training Team Leader, Navigation and Seamanship Training Team member, and Law Enforcement Officer. Developed and executed training program for law enforcement personnel onboard, ensuring numerous qualified individuals to conduct counter-narcotics, homeland security, and commercial fisheries management boardings.
