Summary:

Neil Sauvé is an Operational Security Specialist with over 25 years of Senior Non-Commissioned Officer (NCO) “Hands On” geographic Combatant Commands ((COCOM’s) i.e.; CENTCOM, EUCOM, PACOM, SOUTHCOM and SOCOM) experience. Maritime and port counter terrorism force protection and counter surveillance specialist subject matter expert. Extensive experience in conducting threat vulnerability assessments on foreign ports, conducts pre-deployment site surveys and provides written and verbal reports on discrepancies. Coordinates and conducts liaison with U.S. Embassy officials and host country security forces. Maritime interdiction CT lead and assisted U.S. Country Teams and officials from those countries in designing and planning port security and force protection measures. Developed logistical support requirements and submitted those requests through the Department of Defense. Neil has the uncanny ability to identify gaps in training and security procedures and reviews threats with multi agency support to protect personnel, facilities and infrastructure. He also employs “Red Cell” techniques to identify gaps in his own security project, planning, execution, and reporting. He has extensive Interagency and U.S. Embassy close operational support knowledge of Security, Hostage / Abduction abroad, and interdiction experience. Neil provides technical and management leadership for various tasks on projects, including project planning, execution, and reporting. Neil also provides recommendations which directly effect current, future and contingency operations. Neil is highly revered by all staff units for his integrity and selfless dedication to duty in always placing the mission first.

Senior Operations Integrator, Head Quarters, Joint Improvised Explosive Device Defeat Organization (JIEDDO), Washington, D.C. 09/2008 – Present



Duties: Counter operational IED and threat mitigation training specialist for U.S. and coalition forces in and out of Iraq / Afghanistan Theater. Supports all COCOM’s with threat mitigation techniques. He attains the ability to review and identify threats prior to an operation and is able to train and support current assets daily. Neil’s prior experiences with operational non-proliferation techniques enable him to effectively identify all possible points of entry and counter measures to defeat that threat.



Deputy Director, Office of Hostage Affairs U.S. Embassy, Baghdad, Iraq. 3/2007 – 5/2008



Duties: In the only office of its kind in the world the Deputy Director is assigned to U.S. Embassy in Baghdad, Iraq. In the absence of the Director of the Office of Hostage Affairs, the Deputy assumes full responsibility and acts as the direct representative of the Ambassador for all hostage related matters in Iraq. The deputy serves as the in-house crisis and treat mitigation specialist and advisor to U.S. government officials, foreign embassies, private and international organizations, and designated local nationals on hostage recovery and crisis procedures, policies, theories, and practices in Iraq.



Chief Intel Support Branch, Armor Holdings Corp. Manassas, VA 9/2005 – 2/2006



Duties: Chief Intel Support Branch (ISB) responsibilities include the collection, and dissemination of all source operational intelligence and information including GIS products processed specifically for operational teams in the field. The necessity to remain cognizant of terrorist Tactics, Techniques and Procedures (TTP’s) and possible threats to operational units was paramount. Duties also include assisting in the development of Intel support infrastructure, to include defining collection management requirements (CMO) as well as being an operational problem solver. Other duties include conducting Pre Deployment Site Surveys (PDSS) for threat vulnerability assessments using threat analysis techniques and survey technology in such areas as facilities, harbors, ports, airfields, and personnel. Attend and conduct CI briefs and debriefs. Closely involved in the development of doctrine, personnel assessment, training requirements, courses, and developing cadre team members.



Counternarcoterrorism Analyst, HQ USEUCOM, Patch Barracks, GE, SAIC 8/2004 – 8/2005



Duties: Accomplished operations planning officer assigned to European Command Joint Inter Agency Coordination Group (EUCOM JIACG) advising and providing liaison to personnel from the Defense Intelligence Agency (DIA), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Department of State, Department of the Treasury, CENTCOM, PACOM, SOUTHCOM and SOCOM. Skilled joint staff action officer, who prepares, updates and maintains staff estimates. These estimates are used by the JIACG Chief and other COCOM staff elements for decision making. These estimates and recommendations include all significant data and are compiled using the most accurate information available. Counter terrorism and Counternarcoterrorism both imply a Nonproliferation and International Security (NA-24) agenda. Recommendations normally include several alternatives for these estimates on how to employ all available assets and resources. These estimates and reports are used and designed to inform and assist all affected staff elements in their decision making process. Responsible to the Deputy Assistant Secretary of Defense for Counter narcotics (DASD-CN) for the production and validation of the USEUCOM Theater Counternarcoterrorism (CNT) / Counter Drug (CD) program and its ability to support the Global War on Terrorism (GWOT). Provide risk assessment briefings, and perform information gathering, storage and retrieval for CD threats, assessments, and operational support and use historical lessons learned for future planning requirements. Provide extensive maritime operational expertise to theater, strategic and operational planners and assist in numerous working groups. Represented USEUCOM CNT interests and directives then provided liaison to national, theater, partner nation meetings and planning conferences. Provide personal operational expertise, experience and incite on CD / CT operations and tactical operational planning, threat analysis, threat vulnerability, operational courses of action and possible contingency situations. Develop plans and assist in the execution of CD operations. Lauded for ability to integrate and complete the mission.



Operations Specialist Chief, US Navy 4/1983 – 8/2004



Duties: Over twenty years experience in US Navy Operations and force protection support. Skilled supervisor and team oriented professional providing leadership and security, force protection and intelligence support to US Naval elements ashore and afloat. Coordinate with port stakeholders to analyze and resolve difficult port, vessel, and facility safety or security problems to amicably resolve potential operational or security issues resulting from U.S. Military force protection requirements. Develop and manage security contingency plans and annexes. As the combat systems training team coordinator I coordinate and conduct vulnerability assessments and incorporate the assessment data into contingency plans and the development of emergency practice exercises. Perform security quality assurance audits for all security personnel and adjust training to accommodate immediate deficiencies in performance. Provide guidance regarding the implementation of security guidelines at all levels and recommend and implement policies, procedures, and methods for identifying and protecting people, property, operations, and material. Develop, coordinate, supervise and participate in all weekly security exercises.
