Vessel Inspector and Maritime Investigator
Vessel Inspector - Responsible for applying and enforcing US and International Maritime safety standards, environmental prevention, structural engineering, fire safety, lifesaving, stability requirements, the design/construction/manning of vessels, barges, and uninspected towing vessels. Furthermore responsible for instructing US Coast personnel and industry on the Maritime Transportation Safety Act and the International Ship and Port Security regulations to support the multi-billion Gulf of Mexico oil and gas production and exploration industry.
Maritime Investigator – Investigated marine casualties; collisions, allisions, groundings, sinkings, fires, injuries, and deaths on commercial vessels and platforms in one of the most active US Ports for maritime investigations. Investigated and initiated violation cases for improper manning and operation issues. Represent the US Coast Guard in Personnel Action cases of mariner misconduct, negligence, and dangerous law violations against mariners during proceedings before an Administrative Law Judge, which promoted safety and life at sea.

Chief, Law Enforcement Division and Planning Officer Assistant
Supervised and led 24 member Maritime Law Enforcement/Security Protection team in support of the US Coast Guard’s Port Safety and Security missions, responsible for: training, day to day operations, team deployments, operations, welfare, discipline and division administrative work; managed $45K budget, reviewed and made recommendations of Maritime Homeland Security contingency plans and advised on strategies for operations; Unit representative to other US Coast Guard units and other federal, state, and local agencies to coordinate pre-event safety and security operations. Also responsible for reviewing unit operational and personal accidents; used facts gathered to ensure Unit procedures were up to date and rewriting them if there was need.

As a representative of the US Coast Guard, I personally supervised the remediation of three oil spills simultaneously, totaling in excess of 100,000 barrels of oil following hurricane Katrina.
Drafted and implemented Performance Qualification Standards for the new Maritime Safety and Security Teams created after 9/11. These Standards were distributed throughout the US Coast Guard and now remain the standard for future qualifications.
Remarkable overnight production of a comprehensive US Coast Guard document concerning the Congressional Hearings in relation to the US Coast Guard’s investigation process in regards to the maritime accidents and violations and the process in which the US Coast Guard handled these investigations. This document motivated the Commandant of the US Coast Guard to counter vindictive reports and Congressional Hearing attacks on the US Coast Guard’s Maritime Investigative Process.
