Experience
Assigned as Senior Marine Inspector recognized as subject matter expert on all vessel inspection issues since 2000. Leads initial, annual, and periodic control verification examinations of foreign passenger vessels that embark passengers in U.S. ports or visit U.S. ports carrying U.S. Citizens as passengers in accordance with current directives within the Sector Miami AOR. Acts as the Sector Miami Commander’s representative with respect to identifying substandard conditions, evaluating associated corrective action plans, and verifying corrective actions onboard foreign passenger vessel in the Sector Miami AOR. Assist in the maintenance, administration and instruction of the Passenger Vessel Control Verification Examination course as an associate instructor. Conducts extensive security inspections on U.S. and Foreign Vessels ensuring full compliance with newly enacted security regulations. Coordinates and oversees construction, repair and inspections on an extremely diverse fleet of U.S. Flagged vessel. Held the position as the Senior Investigating Officer at Marine Safety Office St. Louis, Mo. directing the unit’s overall law enforcement actions including acts of negligence, misconduct, incompetence, and violations of Federal laws and regulations by Coast Guard licensed/documented mariners. Conducts audits of maritime industry Federal drug and alcohol programs for compliance with Federal regulations.
Additional assigned military duties from May 1983 – June 2000:
Supervisor of maintenance and repair shops, overseeing all aspects of maintenance and repair work for fleet of Coast Guard vessels including welding, pipefitting, plumbing and construction. Directed all aspects of training and qualification of emergency response personnel. Administered program for training, storage and disposal of hazardous materials and hazardous waste. Conducted semiannual OSHA compliance safety inspections. Responsible for oversight on all major construction projects for six coast guard units.
Supervised multi-million dollar EPA/USCG hazardous material remediation sites and oil spill recovery operations, including several high profile sites. Supervised computer operating systems for Coast Guard Pacific Strike Team. Oversaw and enforced Federal safety, security and transportation regulations on remediation sites. Authored and implemented training programs for response personnel, including extensive correspondence course reducing qualification time from 11 months to three months.

Major Coast Guard Qualifications held:
Hull Inspector: assigned to inspect vessel structural strength and integrity of essential parts of the ship’s hull, its appendages and deck equipment for compliance with requirements of International standards and U.S. Regulations.
Machinery Inspector: assigned to inspect the reliability and the function of the propulsion and steering systems, power generation and those other features and auxiliary systems which have been built into the ship in order to maintain essential services on board for the purpose of safe operation of the ship in accordance with the requirements of International standards and U.S. Regulations.
Control Verification Inspector: assigned to inspect foreign passenger vessels to confirm that the condition of the hull, machinery, equipment and certain appliances are in compliance with the applicable rules at the time of the inspection and to issue U.S. compliance documents on behalf of the U. S. Coast Guard.
Welding Inspector: assigned to inspect project design, procedure, personnel qualifications and testing of weldments used in various welding methods.
