Marine Supervisor Port Operations

Experience


Marine Supervisor Port Operations (Head of Port Operations), Apr 2013 till to date.

•Report directly to the Harbour Master and lead a team of Port Controllers, VTS Supervisor and Emergency Response Officer ensuring that daily marine operations in the port, SPM and approach channels are conducted in an efficient and safe manner, in keeping with relevant International Legislation and recommendations.

•In the absence of Harbour Master or during his leave period taking charge as “Acting Harbour Master” and supervising Pilots and Towage contractor to ensure port will continue perform to its best.

•Ensures optimal operation and protection of facilities, i.e., navigational aids, moorings, SPM, jetties, channels, etc. Coordinates the planning of port facilities maintenance undertaken in a timely and comprehensive manner.

•Achievements

•Part of a great port team for winning the prestigious Seatrade Port Authority Award thrice and the Lloyds List of Port Infrastructure award in 2009.



Acting Harbour Master, Feb 2014 to July 2014.

•Responsible for the management of day-to-day operations of the Port including provision of pilotage, towage, scheduling and vessel traffic service monitoring and surveillance, including services provided to the Offshore SPM Terminal.

•Ensuring that all Maritime / Port Regulatory requirements (local, international, industry – e.g. ISPS, Port State Control, etc.) are effectively implemented and enforced – for all parties operating within Ras Laffan Port including oil pollution prevention and response and execution of other safety and emergency procedures.

•As a representative of port, interacts with senior representatives of government agencies, regulatory bodies and other maritime institutions (such as IMO, Port State Control, Classification Societies, P&I Club) regarding issues of importance to the Port.

•Coordinates, monitors and liaises with relevant engineering groups and end users with regard to ongoing and future Port development and expansion projects in respect to their impact on Port daily operations.



Senior Port Scheduler, Jan 2009 to Mar 2013

•Report to the Harbour Master and lead a team of Port schedulers and schedule port operations including berthing, port operations and un-berthing ensuring quick turnaround of vessels.

•Interface and coordinate with end users like OPCOs – Qatar Gas, Ras Gas, Shell Pearl, single berth operators, terminal operators, ship agents and RLIC operatives resolving all issues and ensuring smooth port operations.

•Develop and implement scheduling rules and regulations aligned to international best practices.

•Enhance ship handling skills by working as a trainee pilot with experienced pilots of the port.

•Achievements

•Contributed to the implementation of SCMS and port MIS systems. Developed a database of scheduling and integrated it with the OPCOs and other end users’ IT systems improving schedule forecasting & planning and reducing the turnaround time of vessels in port.

•Managed scheduling and coordination with all stakeholders and achieved the targets of 1010 & 1020 LNG vessel calls in 2011 & 2012.



Port State Control Inspector, Jul 2008 to Dec 2008

•Reported to the Head of Port Regulation and participated in the day to day administration and implementation of local port rules and regulations and national, regional & international maritime conventions to maintain the highest standards and best practices in port operation.

•Conducted PSC inspections of foreign vessels visiting the port on behalf of Customs & Ports General Authority, Doha Qatar.



DYNAGAS LTD, Athens Greece

The Dynagas organization manages its own LNG ships including all technical, marine, crewing, training, commercial and corporate matters.

Captain & Chief Mate, Oct 2006 to Apr 2008

•Reported to the Fleet Manager and functioned as the Master and Owner’s Representative of a Foreign Going LNG vessel.

•Led a crew of 40 officers and sailors completed all voyages on schedule assuring safety of personnel, cargo and the vessel through efficient navigation and management.

•Ensured compliance with all international/local regulations including ISM & ISPS requirements.

•Managed the performance of the crew including training of new members.

•Achievement

•Attended the new build of a GTT Mark III design LNG carrier at the shipyard at Ulsan South Korea of Hyundai Heavy Industries. Performed sea trials & gas trials and took delivery of the vessel. Implemented all ISM & ISPS systems and prepared required operational procedures. Expedited the first cargo loading and sailed the ship as the Chief Mate & Master.



SHELL SHIP MANAGEMENT LTD, London UK

A member of the Shell group, the company operates a fleet of LNG, crude oil and product tankers across the world.

Chief Mate, Mar 2000 to Sep 2005

•Sailed on LNG carriers designed by GTT (Gaztransport & Technigaz) France and Moss Rosenberg carrying cargo to different ports/terminals in the world.

•Reported to the Captain of the Ship and led a team of 20 in safe handling, storage, loading and discharge of LNG.

•Supervised the maintenance of the deck of the vessel assuring high standards.

•Managed the performance of officers and crew including training of new recruits.

•Joined as a Second Officer and was promoted to Chief Mate in a short time.

•Achievement

•Prepared the LNG vessel for dry docking and supervised all dry docking jobs ensuring completion on schedule of the entire scope of work.

•Extensive experience on foreign going LNG vessels of managing sailing, safety, port operations, dry docking and crew management assuring completion of voyages on schedule and within budgets.

•Experience of supervising new build, conducting sea & gas trials, taking delivery of the ship, completing ISM & ISPS requirements and managing the first loading and voyage.
