Objective


Maritime professional with over 25 years of combined industry and Coast Guard Reserve service and experience in vessel operations, deep draft vessel inspection, commercial fishing vessel safety and law enforcement. Secret Security Clearance in effect.

Experience


Expertise: Port and flag state control compliance examinations including armed security boarding’s of tankers, container and dry bulk vessels. Assured security of domestic ferries through review, audit and confirmation of vessel and facility security plans as well as armed security patrols of key maritime infrastructures, facilities and ferries. Drafted clear and decisive Captain of the Port Orders to mitigate vessel and port safety and security risks. Conducted onsite assessments of facility and infrastructure security arrangements. Examined vessels in repair status to verify compliance with issues of classification, and domestic vessel safety regulations and international conventions. Participated in complex shipyard conversion of unique multi-purpose Offshore Supply vessel/ tank ship hybrids. Chief Warrant Officer, USCG Sector Long Island Sound.



Marine Inspection and Security Experience - United States Coast Guard Reserve:



2009 to Present - USCG Sector Long Island Sound - Response Department:

Maritime Law Enforcement: At sea armed security boarding’s of foreign flag vessels; conducted armed ferry security rides; shore side security and surveillance patrols of key maritime infrastructure and port facilities. Enforced safe shipping and pollution

prevention standards. Also seasoned in high stress emergency response situations.

• Port State Control Examiner (PSC and ISPS).

• Foreign Flag Tank Vessel and Freight Vessel Examiner.

• Trained Coast Guard personnel regarding Port State Control examination processes.

• Operation Deepwater Horizon, Coordinated/oversaw contractor personnel numbering over 250 employees and up to 75 vessels including skiffs, skimmers, tugs, barges and supply vessels.

2006 to 2009 - USCG Sector Northern New England Prevention Department:

Marine Inspector: Conducted PSC / ISPS examinations of foreign flag vessels, Certificate of Inspection exams for domestic vessels and fishing vessel safety examinations and training.

2003 to 2005 - USCG Sector New York - Officer In Charge of Marine Inspection



• Training Auditor: Conducted USCG oversight audits of third party maritime training providers including USMMA - Kings Point, SUNY Maritime, USN Military Sealift Command, The National Cargo Bureau and other commercial providers.

• Developed new and improved auditing procedures and training literature for OCMI.



Four years of civilian employment experience in commercial merchant shipping as merchant seaman, ship repair worker and Assistant Personnel Manager for Seafaring Personnel at an LNG tanker company: Sailed on both crude carriers and clean tankers in the deck department in order to obtain first hand experience in vessel and cargo operations. Worked as a pipe fitters helper / welder for a marine service contractor involved in a major alteration of a deep draft freight vessel. Was responsible for unlicensed crewing of six LNG tankers operating in the Far East, including labor relations with the Seafarers International Union, crew transportation to and from vessels and P & I affairs with the Marine Index Bureau.
