As Ship Repair Project Officer for Integrits/South West Marine Shipyard, San Diego, CA from 6/2003 to 12/2003:

Planned, organized, and directed repair teams and personnel. Developed goals, and objectives based upon repair and ship schedules. Researched, interpreted, analyzed, and applied guidelines, policies, regulations and contracts with respect to equipment repair and testing. Oversaw, scheduled and conducted training on individual repair actions, test schedules, repair standards, contractual obligations and material ordering process. Provided recommendations to military and civilian personnel on U.S. Navy shipyard inspection and repair procedures. policies, procedures and management directives. Presented repair status updates at weekly and special meetings.

As Material Officer, Naval Special Warfare Group Three in Coronado, CA, from 10/2001 to 9/2003: Planned, organized, and directed the repair, inspection, testing and performance operations of all engineering, sensor and weapons systems onboard fifty Naval Special Warfare (NSW) surface craft (11 Meter Rigid Hull Inflatable Boats (RHIBS), 50 knot MK5 Special Operations Craft (SOC), Cyclone Class (PC-1) vessels) and seven undersea delivery craft/systems (MK8 SEAL Delivery Vehicles, USS Piranha (ASDS-1) - Advanced SEAL Delivery System). Managed annual repair budget of $15M, including all aspects of repair funding, and repair contracts. Developed all certification objectives and processes. Coordinated all maintenance, repair, training and qualification schedules, work plans and personnel assignments. Established, maintained metrics and analysis systems (Activity Bases Costing, Oros Modeling and Process Management Model). Managed NAVSEA Diesel Engine Inspector (DEI) Program policies, procedures, inspection schedules, follow on reports for 190 diesel engines and (two) Diesel Engine Inspectors (DEI's). As Chief Engineer/Main Prop/Aux Officer and Maintenance Supervisor with the US Navy from 11/1977 to 09/2001: Performed wide range of duties as Chief Engineer of FFG-12, LPD-6, LHD-2, LHA-3; Main Propulsion & Auxiliary Officer of FFG-23 and Maintenance Supervisor of DD-976, DD-975 and AFT113: directed and managed 250 mechanical, electrical, electronic and structural engineers in the operation, maintenance and repair of $400M of gas turbine, diesel and steam propulsion equipments, power generation sets, and ancillary systems (including electrical power distribution, hydraulics, auxiliary propulsion units, elevators, air conditioning, refrigeration, air compressors, hotel services, laundry, galley and aircraft servicing equipments. Managed annual repair budget of $5M and 14 quality programs including safety, environmental, hazardous materials, quality assurance, fuel oil quality, lube oil quality, training and Emergency Casualty Control operations. Developed goals, objectives and certification processes for department personnel and equipments. Assigned all repair, maintenance, training, operations and qualifications related personnel assignments. Managed Diesel Engine Inspector (DEI) Program for forty diesel engines and (one) Diesel Engine Inspector (DEI). Performed engineering, control systems, specific equipment failure analysis.
