Instructor, attached to Boatswain’s Mate “A” School (BMA), Yorktown Training Center Yorktown, Yorktown, Virginia with a through put of 850 students per year, Responsibilities include instruction on the performance qualifications for advancement to Boatswain Mate Third Class.
Developed 12 new courses as well as redesigned 23 old courses along with their instructor and student guides to meet the newest Coast Guard standards with in a very time stringent time frame. The topics include: Navigation (plotting, piloting, electronics, ATON...), Seamanship and Deck equipment, Operational Risk Management (TCT), Maintenance, Safety, Firefighting, Leadership and Communications.

Created and implemented specialized training in Living Marine Resource (LMR) and Protected Marine Species in order to eliminate natural resource degradation associated with recreational boating, recreational fishing, commercial fishing, and illegal incursions by foreign fishing vessels into our Exclusive Economic Zone. After implementation the detection of violations went up 65 percent.
Created and implemented comprehensive training program for the Fifth Coast Guard District with the expertise necessary to effectively apply commercial fishing vessel safety regulations. After this training program was instituted there was 67 percent increase in compliance.
Engaged state, federal, and other stake holders to share best practices, achieve enforcement consistency, and maintain the relevancy of our training curriculum.
Enthusiastically participated in the regulatory process to both improve enforceability of implemented regulations and achieve timely notification to our enforcement units.
Frequently educated local fisherman and Coast Guard boarding officers on fishing vessel safety regulations. By being properly outfitted with the required safety gear, fisherman help ensure the survival of their industry as well as their lives.
Developed a 120 page, weather resistance “Boarding Officer Job Aid”, which became an essential job aid to all Coast Guard Boarding Officers in the Fifth District. Job Aid was also copied and used Nation Wide.
Managed and balanced the Fifth Coast Guard District Office of Law enforcements $1,000,000 dollar budget, submitted request and adjustments as the fiscal year approached and closed.
Passed detailed government budget inspections with 100 percent accuracy.
