Manager Human Resources – Vela International , 01 August 05 to Present. Managing company’s HR activities with five direct report staff in three units overseeing compensation, benefits, recruiting and development activities for 1150 employees, operating 28 tankers from three international offices.

Recruitment and Training Unit, Administration of crewing activities for fleet. Duties include: Management of crew agency contacts, and ensuring compliance with STCW and ISM requirements.

Policy, Planning and Administration Unit, Administration of company’s employment practices and policies for both seagoing and shore based locations and in respect to local and international legal requirements in 14 Asian and European recruitment areas via direct employment policies or Collective Bargaining Agreements (CBAs). Conducting yearly assessments of the company’s compensation and benefits packages to ensure competitiveness with industry norms.

Cadet/Apprentice Training and Continuing Education Unit, Administering training program of 65+ cadets. Supervision of academic and sea training programs, utilizing the UK/MCA training system.



Technical Advisor to President/Designated Person, 01 Sept 97 to Present . Collateral responsibilities with above duties. Responsible for: Ensuring company compliance with ISM and ISPS code requirements; “Salvage Master” in Company’s USCG approved ERP (supervising two salvage responses and five GA claims); Acting as “Company’s Representative” at various Industry and Governmental forums such as:

OCIMF - SIRE committee, and various Working Groups such as CAP/CAS rule consolidation. Re-write of the STS Guide and, H2S Handling Guide; Past “Alternate” on GPC Committee.

IMO - Representative for company on Industry Task Force and Glo-Ballast Program.

Registered Lobbyist - For Saudi Aramco 2002/3. Testimony before USCG rule making panel.

Delegation Advisor - At IMO’s MEPC / MSC / STCW committees – Submitted White Papers on “Single Hull Phase-Out Extensions” and “Ballast Water Management” at Plenary Sessions.

Technical Advisor - To BBC’s / Natural History Unit production of “Invaders from the Sea”.

Accident Investigations - Lead several accident investigations on groundings, fires and explosions.



Superintendent -Technical Support Div. June 91 – Aug 99. Managing three professional groups: Quality Assurance and Fleet Reliability Group – Primary responsibility: Pre/out charter vetting.

Environmental / Regulatory Affairs Unit – Primary responsibility: Emergency Response Planning.

Business Services Group – Primary responsibility: Shipboard and shore based IT functions.



Operations / Chartering Nov 89 - June 91. Saudi Petroleum NY/London. Coordinating Chartering and Scheduling operations for delivery of 1.3mmbd crude into U.S. Gulf lightering and storage areas.

Prior to 1989 - Sailed with various companies as officer and Master, incl. Piloting on Delaware River. Other Professional Accomplishments: Expert testimony at arbitrations, Several technical papers.
