• Successfully secured $150 MM U.S. Government award, raising $1.75 MM in venture capital in the process.

• Negotiated termination of Government contract, netting $600,000 after expenses.

• Negotiated a reduction of liens from $30 MM to $2 MM in order to provide for release of assets for purchase.

• Designed and managed $3.5 MM build-out that consolidated two New York City business entities, resulting in 21% profit increase.

Managing Director



Worked with large Investment Bankers and Financial Institutions coordinating investments and

Purchases of Eastern European Companies

• Responsible for coordinating and determining correct foreign business opportunities with correct investment group for possible joint venture or purchases

• Handle coordination of Shipbuilding Company to provide construction documentation/design of vessel built in Europe to US shipyards.

• Negotiated terms and conditions acceptable to both parties involved in the transaction. Coordinated all aspects of governmental regulations and ownership involvement providing necessary documentation to satisfy all parties regarding rules and laws for investments and purchases

• Successfully completed the sale and investment of several companies in Eastern Europe totaling $10 MM

• Negotiated exclusive agency agreement with 3 Maj Shipbuilding, Croatia for sole distribution rights for designs and technology for the US market.

• Coordinated agreements and shipments for Dalmacija Cement Company in Split, Croatia with buyers in the United States and northern Europe.

• Responsible for MTSA, Maritime Transportation Security Act, planning and meetings.



• Coordinated discussion with Croatian Shipbuilding Company and US Shipbuilding Companies to offer European designs, man power services, and alternative construction programs in order to build tankers in the US



• Provided assets for reconstruction during hurricane Katarina, Gustov and Ike to major US fortune 500 companies for infrastructure repair

AMERICUS, LLC, WILLIAMSBURG, VIRGINIA

Director of Operations 2002 – 2005



Negotiate and manage contracts with Fortune 500 firms to supply Eastern European labor.

• Responsible for oversight of all aspects of operational and administrative issues to include visas, transportation, housing, and cultural issues pertaining to using foreign labor.

• Responsible for initiating and cultivating relationships with Federal and State regulatory agencies relative to labor and immigration.

OCEAN HOLDINGS, LTD., ANNAPOLIS, MARYLAND 1995 - 2002

Director of Operations



Accountable for contract management, operations, and administration of Ocean Group Companies (nine companies, $35 MM annual revenue, 100+ employees).



• Negotiated and directed $100 MM purchase and conversion of Soviet gas turbine vessel for use by the U.S. Navy.

• Negotiated and implemented teaming agreements with Kvaerner Massa /DynCorp/ Denholm Shipping/ Bender Shipbuilding/ SAIC AmSea coordinating the conversion of the Vladimir Vaseylv to the USNS LCPL Roy M. Wheat

• Was responsible for transfer of ownership of vessel from one company to another

• Handle all surveys and class society issues for new certificates

• Responsible for crewing, purchasing stores and bunkering of vessels

• Negotiated the remove of $30,000,000.00 of maritime lien from two BLASCO Vessel that were layed-up in Trieste, Italy for 4 years for $2.500,000.00

• Negotiated with Maritime Unions and lawyers to settle crew issues regarding the BLASCO layed-up vessels

• Handled all shore-side vessel operations –from cargo operations to stores and crewing issues

• Was Responsible for settling all legal issues regarding the transfer of ownership of vessels that were under arrest with Italian



• Responsible for negotiation time charter agreement for vessels to pick up IFOR military cargo departing Greece for Canada from the Bosnian Conflict – carried 15% of military cargo from Canada

• Responsible for loading NATO cargo from the US Gulf to Germany after NATO exercises

• Responsible for all public relation issues during the disagreement between the company/charter and Canadian government was interviewed by Roger Mud of NBC/BBC/Canadian Broadcasting Company/CBS etc.

• Worked with Illinois Central Railroad and Gulf Link their maritime entity to provide Rail vessel for service between US Gulf and Mexico

MARINE CARRIERS (USA) INC. 1991 –1995

Vice President, New Business Development (1991-1993)



Developed new revenue streams in tangible transportation markets (Eastern Europe)

• Secured financing for new projects valued up to $25 MM.

• Special assignments as directed by President/CEO.

• Negotiated shipping agreement with the National Shipping company of Pakistan

• Negotiated agreement with Admiral Khan of the Pakistani Navy

• Negotiated the takeover of Cross Ocean Shipping Company from Croatia Lines

Director of Vessel Operations (1993-1995)

• Oversaw $5 MM contract for international operations and maintenance of 10 U.S. Government vessels.

• Finalized all negotiations for the cancelation of US Government contracts for convenience

• Handled all crewing/union negotiations/ purchasing for the operation of government vessels and the termination of these agreement once contract was canceled by the government

• Responsible for all short side and terminal operations including Union contract Negotiations



MILITARY SEALIFT COMMAND, WASHINGTON, D.C. 1990 - 1991

Marine Transportation Specialist



Directed effective and efficient management of 297 tankers worldwide for DOD

• Assign tankers, cargoes, schedules, and destinations. From the defense Fuel supply center.

The defense fuel supply center slated cargos to be lifted by geographic areas. I took these requirements and organized them into a plan for lifting by our contract operated tankers.

I maintained daily contact with ship operators/owners in order to update schedule and coordinate vessel’s port calls with concerned parties including husbandry of vessel as it affected vessel itinerary

• Prepare voyage lift instructions, bunkering, loading and discharge.

• Collected data and then analyzed it in order to organize a plan for future petroleum movements

• Maintained data regarding administration as well as maintenance issues in order to keep the operation of the vessels within the terms and conditions of the applicable charter party contracts.



• Involved in contract administration of various vessels under contract to MSC, I review vessel performance underway and in port, and made recommendations to the contracting branch for off hire for failure to perform under the contract terms. I was also involved in cargo loss claims and lay time calculations



GATE MARITIME PROPERTIES, INC



1987 - 1990

Terminal Operations Manager



Developed and managed $50 MM project to convert idle property into profitable commercial enterprise

• Negotiated long tern lease with USMC valued at $20,000,000.00 per year for overhauling military equipment

• Negotiated contracts for leases of additional facilities to fortune 500 companies valued at $10,000,000.00

• Handled all customer relations issues with facility operations with government and local authorities

• Responsible for all union and non-union negotiations

• Responsible for security of 1200 maritime facility

• Responsible for all vessel movements and cargo operations

• Negotiated lay-up arrangements with PRIMMI for 4 vessels

• Prepared all contract documentation and was awarded MARAD Contracts for the lay-up of 2 SL7 vessels for 4 years

• Handled all dredging operations and site improvements consisting of pier construction for both lay-up vessels and the USMC primary pier for loading and discharging of military equipment

• Worked with International Marine Services for the unloading of specific cargos

• Handled all contract negotiations for the maritime complex to included long term agreement for McAlister Towing,



NORTH FLORIDA SHIPYARDS 1985 - 1987

Project Manager/Estimator – General Manager of Trucking Company



• Worked as estimator for overhaul of Navy hydrofoil vessel and MSC vessels

• Handled oversight of percent completion of government projects

• Implemented new safety procedures of shipyard operations to include new ID’s for security /check-in/check-out of material and equipment

• Redesigned tool issue policy gaining not only a smoother issue procedure, but also a significant “big ticket” reduction of loss item count

• Installed all new communications systems to provide better service to incoming vessels as well as overall shipyard systems



• Handled all transportation requirements for the shipyard as well as subsidiary companies as General Manager of the Trucking Company - to the daily operation of 75 short hauls trucks and 100 long haulers

• Handled implementation of all state/county/federal regulations

• Within a relatively few months brought the company to a better than breakeven P & L from a position significantly in the red

• Involved in all customer relation issues/employment issues

• Worked on special projects such as Gitmo H2O/JPTS USAF –parcel tanker –cargo claims –port performances etc., kept abreast of daily happenings- problem areas, and alternatives –researched long term plans for projects and assisted on daily operation of tankers

• Briefed senior staff on the whereabouts of all vessel movements and special projects, in a through manner answering questions in a concise manner relating to the subject at hand

• Prepared monthly reports of QA summaries of tankers, tanker utilization and costs. Prepared monthly tanker billings/utilization for use by MSC controller Staff.

• Responsible for handling all tanker and barge traffic to the facility
