> Chief of Contract Processing, Evaluation and Procurement, Office of the Deputy Chief of Staff for Logistics, General Headquarters, Armed Forces of the Philippines (AFP)



-Recruited by the AFP Logistics Management to oversee Php400 million budget for the annual procurement program that includes the Annual Procurement Plans (APP)

-Oversaw the procurement process and compliance of the multi-million AFP modernization projects

-Prepared policies re AFP procurement system for the proper implementation of the government procurement law (RA 9184)

-Enhanced operating performance and oversaw regulatory compliances in procurement system through direct supervision over the AFP Bids and Awards Committee

-Managed project resources, progress, completion timeframes, and budget while exceeding key operational performance targets, with results include:

-150% increase in processing output of APP and other contracts

-35% improvement in average submission of required APP outputs

-Regular resource person (SME: Procurement system policies and procedures) during conferences (pre-bidding/actual bidding/other modes of procurement) of the AFP Bids and Awards Committee and various Technical Working Groups.



>Supply Officer, Navy Ship (Ocean & Littoral Affairs Group) 1995-1997

-Responsible for the execution of the ship’s supply plan from the requirement determination, requisition, delivery, receipt and distribution of all supply and material needs.

-Initiates timely procurement of fast moving items (FMI) such as ship’s painting and POL (Petroleum, Oil & Lubricants) requirements when in operational areas for sustenance of the operations.

-Initiates immediate coordination with supply depots in the area for the availability of other supply requirements such as office supplies, personnel needs and such other requirements.

-Received and transported high value equipment (of various quantity) and materials to sites of the Navy Coastwatch Project.

-Executed the embarkation and hauling plan of such Coastwatch Project equipment and materials from the ship to the land-based sites.

-Prepares and ensure proper documentation (Memorandum Receipt) of all non-disposable materials for issue to the personnel.



>Engineering Officer, Navy Ship (Ocean & Littoral Affairs Group) 1997-1998

-Responsible for the maintenance of all machineries, equipment and systems pertaining to the ship’s propulsion.

-Prepared and supervised voyage repair plan of the ship.

-Supervised the conduct of dry-docking procedures and the repair of the ship in the naval shipyard

-Supervised the overhauling of 2 main propulsion systems of the ship according to timelines set.



>Supply Officer, Headquarters Naval Intelligence and Security Force, 1998-1999

-Orchestrated the Headquarters supply plan, requisition, delivery, receipt and distribution of all supply and material needs for inclusion in the annual procurement plan of the mother unit.

-Ensured that delivered items are checked and evaluated on its technical aspect prior acceptance.

-Distributed supplies and materials to down-line units on a quarterly basis.

-Ensured proper handling and storage of items in the warehouse and supply rooms. Maintains safety and security of the supply rooms.

-Prepared and submitted periodic status reports to the logistics manager.

-Acquired and distributed on time the Combat Clothing of Navy personnel throughout the country.

-Ensures the security and safety of the firearms and ammunition depot 24/7.



>Officer In Charge, Headquarters Support Unit (Collateral duty) (Jan 26 - Mar 22, 1999)

-Part of this job is ensuring that Petroleum, Oil and Lubricants (POL) are adequately and readily available for the operating units in the area of responsibility.

-Ensures that the gasoline station of the Headquarters is safe and secured at all times. Issues all fuel ration cards on time.



>Chief, Logistics Branch, Headquarters Naval Intelligence and Security Force,

Philippine Navy 1999-2000

-Responsible to the Chief for the overall orchestration leading to execution of the logistical plans and requirements of the entire unit.

-Directs and supervises the procurement office.

-Directs and supervises the supply office.

-Prepares the annual procurement plan of the unit for the approval of higher authorities on an annual basis.

-Plans and schedules the maintenance and repairs (overhaul/voyage repairs) of 3 main navy ships and numerous environmental watercrafts.

-Arranged for the dry-docking of a ship for farm-out repair outside of the naval shipyard.

-Prepares and signs for issuance the Gasoline cards of staff personnel.

-Prepares and Issues logistical policies.

-Arranges with private gasoline company the allocation and issuance of POL (Petroleum, Oil, Lubricants) products intended for the intelligence units on the field and the fuel requirements of the navy intelligence ships deployed nation-wide.

-Conducts periodic and annual program review and assessment of the logistics system in consonance with higher headquarters instructions.

-Orchestrated the procurement of 5 staff vehicles and 25 motorcycle units.

-Arranged for the transportation and distribution of the newly-procured staff cars and motorcycles to navy units in the country.



>Program/Project Manager, Office of the Naval Modernization, Philippine Navy, 2006-2008

-Chief, Peculiar Projects Branch:

-managed 5 intelligence projects each has a project management team (PMT)

-provided guidance and assistance to the PMT on technical and administrative aspects such as making necessary arrangements for PMT travels and surveys

-Facilitated the project deliberation by he capability development boards for their approval by higher authorities

-Prepared and submitted project proposals and PMT organization for its approval and subsequent issuance of orders by higher authorities

-Reviewed project plans, timelines, scope and budgetary requirements and render appropriate advice to the PMT



-Chief, Bases Conversion Development Branch:

-Prepared and submitted project proposals and PMT organization for its approval and subsequent issuance of orders by higher authorities

-Managed 12 projects such as building construction, development planning of a military reservation, etc.
