Objective
I would like to help all mariners in following the Code of Federal Regulations Title 46 and aquire the proper Coast Guard credential.
Experience
Ms. Wachtel is assigned to the Coast Guard National Maritme Center in Kearneysville, WV. Prior to her transfer here Ms. Wachtel was assigned to the Coast Guard Regional Examination Center in Anchorage, AK. In her positions in both Anchorage and Kearneysville, Ms. Wachtel’s responsibilities included:
Serving as Lead Evaluator mentoring junior evaluators (contractor and USCG personnel) while establshing the operating procedures of the new National Maritime Center.
Evaluating all levels of original license and merchant mariner docuent (MMD) application packages [from Master Unlimited to Ordinary Seaman and Chief Engineer Unlimited to Wiper] per USCG guidelines.
Evaluating raise-in-grade application packages per USCG guidelines.
Evaluating all levels of renewal application packages per USCG guidelines.
Evaluated applications for Pilotage endorsement, administered Pilotage examinations and conducted preliminary critiques of Pilotage exams providing analysis to the REC Chief.
Writing application discrepancy letters, approval to test letters, and denial letters to applicants.
Discussing specific issues with individual mariners, either over the phone or in person;
Completing special projects, such as priority applications and the surge in applications for Master of Towing Vessel as the grandfathering deadline approached.
Assisted REC Chief in the development of Local limited area licenses (i.e. Fresh Water Guides’ License).
Developed the evaluation criteria and corresponding evaluation checksheet for High Speed Craft Licenses for both Engineering and Deck.
Developed nationwide standard for organization of application packages.
Proficient in 46 Code of Federal Regulations.
Proficient in U. S. Code 1001.

Ms. Wachtel worked as a Documentation Specialist assigned to the Coast Guard Regional Examination Center in Anchorage, AK. In this position, Ms. Wachtel:
Answered phone calls from mariners and prospective mariners concerning the application process.
Reviewed and updated information in the REC Anchorage and National Merchant Mariner database as needed.
Retrieved statistics concerning the REC Anchorage and prepared weekly reports in Excel.
Examined mariner documents while serving as Counter personnel in order to facilitate efficient process of mariner’s application. Also, dispensed Licenses and Documents, after approval from Evaluator.
Prepared mariner application packets using the copier for mail-out and mariner pick-up; filed mariner folders daily; and other Administrative duties as needed.
