EXPERIENCE:
Mechanical Engineering:
Designed piping systems, performed calculations, and drafted drawings for U.S. Navy ships. Supervised draftsmen and designers. Reviewed propulsion and auxiliary machinery plant, mechanical (HVAC), and plumbing drawings to ensure their adequate designs. Analyzed auxiliary systems, pressure vessels, fire extinguishing systems, and other equipment for compliance with ABS, ASME, ASTM, NAVSEA, and NFPA standards. Performed Engineering Change Proposals, authored technical manuals and environmental impact assessments. Developed standards for piping system and pipe hanger designs including static and dynamic shock loads. Facilitated the issuance of vessel surveys and inspection documents.
Electrical Engineering:
Developed and interpreted USCG electrical engineering policy. Analyzed electrical systems to ensure their adequate design in accordance with ABS, IEC,
IEEE, NEC, and USCG requirements. Codified standards for automatic boilers. Published article on explosion proof equipment.
Naval Architecture:
Conducted complex and detailed engineering study to replace the engines on an 8,000 horsepower towboat. Engine replacement saved more than $292,000 during the first year. Calculated the dynamic wave loads on fuel transfer piping systems aboard a class of U. S. Navy Destroyers.
Maintenance Management:
Developed maintenance, assessment, and testing program for machinery aboard U.S. Ready Reserve Force military cargo vessels. Supervised skilled craftsmen and qualified
individuals who tested and maintained vessels according to
established program. Managed MSRC contract certifications.
Test and Evaluation Engineer:
Serving as a test and evaluation manager and engineer for
USS MAKIN ISLAND (LHD 8) under construction at a major U.S. shipyard. Developed comprehensive Certification Plan for this huge Navy ship. Developed Builder’s Trial and Acceptance Trial plan for this ship. Conducting a Performance and Special Trial's evaluation of the LHD-1 WASP class to determine the navigational characteristics of the ship.
Research & Development:
Developed and implemented an effective energy savings
Development program which saved more than $4,000,000 during its first year. Served as sole engineering consultant to a medium-sized transportation company relating to barges, terminal facilities, and transportation vehicles. Trained personnel to minimize fuel consumption. Maximized the propulsive efficiency of drive trains using engineering and hydrodynamic theory and custom - built computers.
Project Management:
Communicated with industry associations, maritime
Management unions, and ship owners to obtain accurate economic impacts of regulations serving the maritime industry. Economic Impacts and Assessments authored include
the IMO Seafarers Certification Act and the Invasive
Species Economic and Ballast Water Program Impacts.
Conducted public hearings on major rulemakings resulting
from the Exxon Valdez disaster. Proposed major rulemaking requiring structural measures to be installed aboard existing oil tankers and barges to minimize their pollution potential.
