• Headed a 17 mbr team, imbedded w/the Maritime Security Executive Committee of the Abu Dhabi Executive Council, in the development and implementation of a Maritime Strategy for the Emirate of Abu Dhabi. Vision of the Strategy: a safe, secure and environmentally sustainable maritime domain for Abu Dhabi. Utilized close personal relationship with supervising Emirati military officer to establish & grow an effective interagency process among approximately 40 Abu Dhabi government agencies and private sector stakeholders. This effort will serve as a template for a national maritime strategy for the UAE in near future.
• Also contributed to other Good Harbor business initiatives in the Gulf: conducted extensive site surveys, assessments for a major critical infrastructure security contract in Qatar; assisted on a commercial mega-port and industrial zone project at Khalifa Port, between Abu Dhabi and Dubai.

• Largest U.S. terminal operator; revenue of $1.1 Bil & approx 4.0 MIL lifts (container moves from/to vessels, trucks and rail) at 12 USCG-regulated container terminals on East, Gulf, & West coasts.
• Developed required Facility Security Plans; implemented comprehensive company facility security program; and managed execution of 33 CFR 105 maritime facility security duties of Facility Security Officers at all 12 terminals, ensuring industry-leading standards for facility security, access control, vehicle screenings, incident response, etc; no reportable discrepancies noted by Coast Guard inspectors during numerous compliance audits at all terminals since 1 JUL 2004.
• As expert MTO industry representative, direct liaison with DHS / USCG / TSA / CBP as key member of NAWE and NMSAC TWIC work groups, specifically resulted in critical industry-desired changes to proposed TWIC regulations currently being implemented nation-wide.
U.S. Coast Guard Group/Marine Safety Office LONG ISLAND SOUND, June 2001 - June 2004

• Commanding Officer for an integrated Group-Marine Safety Office (senior Coast Guard operational commander/officer in CT & Long Island area of NY) led & managed 245 Active Duty, 125 Reserve, 8 civilian, over 1100 Auxiliarist personnel, 3 Search & Rescue Stations (12 response boats), a Marine Safety Field Office, an Aids to Navigation Team (4 buoy tenders), a 140’ ice breaking buoy tender, an 87’ Coastal Patrol Boat, a 65’ ice breaking tug, & 46 units of CG family housing.
• Led acclaimed successful crisis intervention, multi-state response coordination, and timely resolution with minimal environmental damage to both CT and NY shorelines in potential “spill of national significance” following the grounding of tank barge Energy 5501 and oil spill in vicinity of Norwalk, CT, during an exceptionally severe nor’easter blizzard, February 2003.
• Following passage of the Maritime Transportation Security Act (MTSA) of 2002, personally led regional effort, coordinating with states of CT & NY, in implementing new, comprehensive mari-time homeland and port security measures at all maritime operations along shorelines of Long Island Sound. Directed critical risk assessments and coordinated/approved deployment of federal port security grants to Long Island Sound area state, local and industry maritime facilities and operations.
