Superintending Engineer



Marine engineering manager for 3 Tank Vessels carrying petroleum products and chemicals. Oversaw all maintenance and repair activities and kept all 3 vessels in compliance with all regulatory, safety and environmental requirements. Used ABS SafeNet as a management and tracking system. Annual Operating Budgets for the 3 vessels was a combined $20+ Million.



Contracted and managed vendors, suppliers and services for voyage repairs in US Ports. Wrote specifications, provided budget estimates and handled all bid questions, ship visits and award documents for the $8 Million dry-dock of 2 vessels in Chile. Responsible for life cycle management and engineering budget management requirements.



Frequently assumed the duties of Manager of Engineering.



• United States Government: 2003-2004



Senior Mechanical Engineer for Military Sealift Command UNREP Vessels, San Diego, CA.



Functioned as Senior Vessel Manager - oversaw and was responsible for lifecycle management of the diesel-powered underway replenishment (UNREP) tanker USNS Pecos, including ABS class compliance and applying DOD contracting requirements, FAR purchasing requirements and Military Specs. Tracked maintenance requirements repairs with vessels officers and using computer-based condition monitoring tracking and diagnostic systems, wrote overhaul specifications and provided work scope and cost estimates. Managed several voyage repairs and 3 month $5 Million overhaul period at Cascade General.



Assisted with the $5 Million overhaul of the steam-powered AFS vessel San Jose at Guam Shipyard. Arranged and attended training and worked closely with the DOD UNREP group in Port Hueneme.



Frequently served as tanker fleet engineering manager.



Senior Repair Superintendent, Boston, MA.



Managed the $3 Million lay-up of the MARAD vessel Cape Juby to James River Reserve Fleet at Boston Dry-dock using MARAD PAS tracking system and in accordance with ABS and MilSpecs. I was personally responsible for negotiating prices, estimating costs and describing the scope of work with the shipyard. Work was ahead of schedule and under budget despite force majeur weather delays.



Senior Repair Superintendent, Portsmouth, VA.



Managed $11 Million break out and turbo-commissioning of the of the MARAD Ro-Ro vessel Cape Lobos from the James River Reserve at Moon Engineering and dry-docking at Colonna’s using PAS tracking system. Personally negotiated prices, costs and scope of work with the shipyard Wrote and reported progress weekly through SITREPs. Contracted for job through Crowley Marine Services. Work was on-time and within budget.



• Samson Rope Technologies, Ferndale, WA: 2000-2002

Manager of Marine Programs



Managed 5 direct reports in the research department. Reported to VP Marketing and Sales and VP Research and Development. Direct interface with customers at Chevron, OMI, Crowley, Foss, Tidewater, etc., to assure proper usage and spec compliance of products. Effected type certifications with ABS, DNV and Lloyd’s for manufacturing of Ultra-High Strength Cordage. Worked with recreational marine division to develop specialized products for racing applications such as Vendee Globe and America’s Cup.



Supervised research, development, materials testing and certification of the marine product line. Worked closely with suppliers and purchasing. Performed duties of VP Offshore division during his absence.



• Cincinnati Milacron, Walnut Creek, CA: 1996-1999

Territory Account Manager



Regional Sales Manager for Hydraulic and All-Electric Injection molding machines, hot runner systems, heaters, dryers, turn-key material handling systems and arranged, as necessary, customer calls by parts and service departments. Sales area CA, NV maintained existing customer base and built new sales by 20%.



• Bay Ship Management, Walnut Creek, CA: 1992-1995

Vessel Manager



Managed laid up tanker Shoshone and break-out/commissioning of the of the OPDS Tanker Chesapeake from the Suisun Bay Reserve Fleet.



The initial $6 Million commissioning overhaul for Chesapeake was at Service Engineering in San Francisco. As a result of a presentation I made in a meeting with MARAD top management in Washington D.C., an additional yard period was performed to effect program modifications to optimize performance of the OPDS mission.



I worked closely with DOD teams such as Navy Seals, Marine Corps, etc. to assure all training materials would conform to actual operation of the vessel. I wrote the shipyard pre-bid specification and all applicable bid materials for presentation to MARAD. On award of an $8 Million contract to Marcom in Vancouver, WA, I managed a three person team, subcontractors and oversaw all work in accordance with MARAD, ABS and DOD norms. I personally estimated costs and negotiated prices and wrote scope of work of all contract changes with the shipyard.



• Chevron Corporation: 1981-1992



• Oronite Additives Division, Chevron Chemical Company, San Ramon, CA



Supervisor, Global Sales Planning and Support



Supervised 11 employees to effectively manage Global Marketing, including personnel in foreign offices in France, England, Japan and India. Support staff responsible for uniform presentation of products, services and capabilities. President of Quality Council, winner of Oronite Super Star award for implementing ISO 9001 Total Quality Management Program. Authored and gave presentations for training and sales.



Senior Product Manager - Marine Lubricants, Oronite Marketing



Regularly worked with engine and equipment manufacturers, research laboratories and global Major oil companies (Exxon, Elf, Chevron, Castrol, BP, Total, etc.) to develop, formulate and bring to market identity-specific additives for Marine Lubricants. Worked closely with Marketing and Sales to determine market niches and pricing/margins to bring quality additive packages and lubricant products to market.



• Chevron Shipping Company, San Francisco, CA



Senior Design and Construction Engineer



Supervised 12 Engineers and Designers to accomplish fleet-wide programs. I was the Feasibility/Design Engineer for Alba Unit FPSO, U.K. North Sea, shuttle tanker program for the Hibernia project and spent time in Jakarta as the Design/Construction Engineer Anoa Natuna FPSO, South China Sea. Design Engineer responsible for propulsion and engineering for 6 double-hulled Motor Tankers.



Created and presented the Propulsion Operation and Energy Conservation modules at Senior Officers Seminars for Masters and Chief Engineers.



Implemented the first continuous predictive maintenance system for fleet-wide application to U.S. and Foreign Flag fleets (44 Vessels). I gave Expert Testimony for Chevron Corporation that saved $2.7 Million in claims regarding a fuel contamination claim against CIOC. Led a team of engineers to perform casualty investigation on engine failures and authored program changes to prevent them. Surveyed for purchase by Chevron - tugs, barges and tankers.



Senior Ship Repair Manager



Active instructor at Masters/Chief Engineer Conferences to bring them up to date on current requirements, changes and improvements for lubricants, fuels and motor vessel operation. Assured compliance with USCG safety and Classification Society requirements. Delivery and Guarantee officer for 6 tankers built in Japan - negotiated $5 million settlement. Served on repair and overhaul teams for the following projects:

• ARCO Pipeline Company, Long Beach, CA: 1979-1981

Managing Engineer - Western U.S.



Supervised 21 people in the Southwest Region. Responsibilities included assuring quality delivery of crude oil and products throughout a multi-state pipeline system from gathering lines in Elk Hills, crude oil pipelines from Santa Barbara Channel, to many product lines in greater Southern California and a Trans-pipeline from Long Beach to Texas. Responsible for compliance with all State, Federal and Regional Regulations including DOT Pipeline regulations and hydro tests (FERC), NFPA Firefighting equipment, CARB air emissions and EAP/NPDES requirements for 2 tank farms and marine terminals.



Responsible for 8” to 42” diameter pipeline system operation, maintenance and improvements. Designed and constructed manifold changes, pig launchers/receivers, pumps and driver upgrades and control room improvements. Worked with Land Department to re-route pipelines as necessary.



In this capacity, I also was responsible for upgrades of the system, including installation of new pumps and drivers, 2 marine terminals (Berth 108 and Pier ‘E’) and a multi-state pipeline system. I was also the program manager for conversion of the 1st common carrier CO2 pipeline in U.S. Project manager for facilities being converted to move the main corporate offices from Compton to Long Beach.



I was selected to perform a 1-month on-site audit of Anaconda Copper Company, Butte, MT as a member of the Corporate Engineering Blue-Ribbon Audit Team.



• Woodward-Clyde Consultants, San Francisco, CA: 1977-1979

Senior Engineering Consultant – Energy, Power & Utility Section



Surveyed and arranged purchase of a Dedicated Vessel for the Contingency Cleanup organization Clean Seas, Santa Barbara Channel. Conducted on-site survey and reported back to DOE on several storage, terminal and pipeline options for the Strategic Petroleum Reserve. Responsible for mechanical and marine engineering portions of the following energy-related projects:
