Senior Consultant
• Focusing on Technical Program Management work in the telecommunications industry.
Most recently engaged with a major IT provider restoring a comprehensive network inventory database (voice, data and assets) and implementing the processes and procedures for maintaining the accuracy of the circuit inventory across production systems.
• Developed, tracked and managed tasks and timeline.

Nigerian Mobile Telecommunications (M-Tel) National Billing Implementation.
Developed and managed overall Program Plan, reflecting all key milestones, external dependencies and deliverables to manage third-party vendor efforts and deliverables in support of overall project execution of the customer billing system implementation.
• Drive vendor execution process, coordinating and synchronizing vendor schedules and milestones with master plan schedule in through direction of subordinate Project Managers.
• Maintain close liaison with domestic and foreign financial organizations to insure timely, accurate interim PNL status as well as just-in-time financial documentation for international funds transfer.
• Maintain both “In-Country” and customer site presence based on overall project requirement and real-time scenarios.
The Fishing Company - Apex NC 2002
Independent Consultant
Telecommunications carrier comprised of a submarine broadband fiber-optic network, connecting the U.S. to Mexico, Central America, South America and the Caribbean.
• Advised on Customer’s specific issues during Business Analysis Phase.
• Provided Customer with project planning expertise.
• Provided Customer with technical advice and expert opinions regarding software products.
• Advised Customer on planning for deployment and implementation of software products, for example, specific tasks, effort estimates, and milestones.

Advanced Telcom Group - Germantown MD 2001
Field Operations Manager
Responsible for field operations within the eastern US region for this national CLEC.
• Directed/managed field engineers in the installation, turn-up and maintenance of telecommunications equipment.
• Coordinated and completed all installation activities based on engineering plans.
• Interfaced with the customer, keeping the customer apprised of all schedule changes.
• Held daily meetings to insure that all requirements and schedules were being met.
• Assured that the crew was proficient in the use of the tools. Provided training as needed.
• Interfaced with Engineering on design or site issues to obtain Engineering changes on plans.
• Managed scheduling, time and leave.
• Kept open a line of communication with management, Field crew, Customer, Engineering.
Access Point - Cary NC 2000 - 2001
Senior Manager Field Operations
Built field operations division from the ground up for this regional CLEC.
• Area of responsibility included the portion of the Access Point network which was not physically present at an Access Point Switch facility, or beyond a predefined demarcation point at a collocated facility or the customer premises.
• The Field Operations group facilitated the delivery of Access Point products and services through the installation and maintenance of Telecommunications Equipment in central offices, co-located points of presence, terminals and customer premises through efforts of various Access Point personnel and external professional providers.
• Provided field engineers, other dependent organizations and ultimately the customer with effective and responsive scheduling, prioritization and availability of resources to ensure the timely delivery of services and products.
• Provided, maintained and updated the Demonstration Training and Integration laboratory at corporate headquarters.
BroadBand Technologies (Pliant Systems) - Research Triangle Park, NC 1997 - 2000
Manager, Technical Assistance Center (TAC)
Orchestrated a complete rebuilding of the technical assistance group within this next generation access hardware provider.
• The TAC group was responsible for 7x24 support for all Pliant Systems Products (High Speed Digital Networking, Next Generation DLC) providing 1st through nth level resources for both domestic and international product issues. TAC’s responsibilities included both phone and on-site support to resolution.
• Rebuilt the TAC organization from the ground up.
• Rebuilt the TAC lab and reconfigured the area to facilitate state-of-the-art customer demonstrations.
• Developed and successfully defended the concept of advanced web-based support. The support concept included advanced features such as automated paging, customer callbacks, ticket tracking, a knowledge base, question and answer, and integration with company products and information systems.
• Completed the software development effort on-time and within budget. The support software is now being used internally for coordination of all support activities.
• Implemented an automated Customer Acceptance Test (CAT) product to shorten the interval from customer test of Pliant Systems products to deployment in the customer network.
MCI Communications - Cary NC 1990 - 1997
Manager, MCI Local Services Network Management Systems
Built systems development and support organization from the ground up for the local services arm of MCI.
• Managed group responsible for developing and maintaining equipment, architecture and applications for network management. Required the ability to manage in a real-time production environment while maintaining timely delivery of products to multiple customers.
• Managed development of the NMSD Intranet site which provided support for Project/Task Tracking, Contact Management and Platform Support. Task Tracker provided visibility to tasks and performance to both team members and requesting organization. The site also provided web-based applications for current staff locator, contact information, on-call pager information, and areas for each network management platform containing current and historic information, system overviews, configuration data, support procedures, reference data and organizational information.
• Database driven applications included Support Technician Shift Reports, network elements lists, vendor and MCI employee directory support.
• Network Management Systems were used by the network operations centers to perform monitoring and repair of MCI’s Local Service national network. Areas included: Traffic Management, Fault Management, Performance Management, Configuration/Reach-through Management, and Security Management.
Engineer II, Network Management Support
• Responsible for defining and developing rules for network management systems and development of rules database management tools using various software applications and operating systems, including Oracle, VMS, FoxPro, NT, DOS, and OS2.
Engineer I, Eastern Area Transmission Surveillance
• Duties consisted primary responsibility for surveillance of, and reaction to, service-affecting network occurrences.

I am aware I may not qualify for immediate consideration for position which requires extensive experience. However; I am very interested in entering the marine industry in a capacity that will allow me to leverage my current skills, earning new experience while benefiting both myself and my new employer.
While I do not have extensive experience in the Marine Industry, as my resume reflects, I have been involved in technical and customer facing positions for the bulk of my varied career.
I recently qualified for a General Radiotelephone Operators License with Ship Radar Endorsement, and, as a member of the ABYC I am pursing certification course as they become available.
I have over 25 years of experience in various technical disciplines including electronics, telecommunications and motion control. I am well versed in the areas of project and program management and am a recent member of the ABYC, studying for electrical the certification exam. Once the electrical certification is complete I plan to pursue the corrosion certificate.
I have considerable experience in dealing closely with customers at both the individual contributor and executive level. I have managed both employees and vendors in various roles during different phases of my career.
Early in my career I started as a hands-on component-level technician. I progressed through the ranks to win an engineering position at two companies which have Motion picture academy awards to their credit. Later, I started a company building lighting effects and sound systems for the entertainment industry. I then moved towards telecommunications and management positions.
Most recently, I was engaged as a program manager coordinating employee and vendor activities on a high visibility, fixed cost contract. I work well with people and enjoy completing projects on time and on budget.
