Director of Operations EHS Technologies Corp. Jul 08-present
Responsible for Vision, Policy, Strategy, Budget, Growth, Goals and Objectives, Oversight of all Divisions, and P&L of a rapidly growing defense company.
• Designed and established a Business Development branch, Human Resource branch, Finance and Accounting branch and drafted policies and processes for their successful implementation and operation. Recruited, Interviewed and hired staff for all branches.
• Drafted company Vision, Policy, Strategy and business plan and established goals and objectives resulting in revenue increase from $3million to $18 million in 2 years.
• Researched and identified strategic and tactical partnerships, established teaming agreements, sub contracts and successful bid and proposal partnerships resulting in the award of over $100m in contracts.
• Researched, drafted and produced the company budget for President and CEO approval, reporting against the draft budget quarterly and having P&L responsibility.
• Oversaw Business Development, Bid and Proposal, Bid no Bid conferences, chaired Red and Blue Team meetings and coordinated the BD and B&P efforts across the company identifying new opportunities and establishing metrics.
• Oversaw the identification, lease arrangements, manning and all logistics efforts associated with opening 4 new offices.
• Oversaw all staff appraisal/performance reports, drafted manger goals and objectives for CEO approval and conducted performance appraisal reviews as well as managed all disciplinary cases.

Naval Service 1984 – 2008
Deputy Assistant Chief of Staff (2005-2008)
Managed up to 120 operational and technical specialist staff officers and contractors both in the US and in satellite offices in Europe. Represented NATO at senior board and governmental level and inter-faced with over 35 nations, Ministries of Defense, and Industries.
• Drafted and executed NATO’s experimental and R&D programs for C4ISR, increasing the business share from under $1 million to a budget of $10 million in 2 years by demonstrative success.
• Conceived, drafted, and championed to full implementation, fundamental change in C4ISR policy, strategy, training and business processes utilizing the PRINCE2 business process.
• Delivered NATO’s first Strategic Assessment on future trends, drivers, and consequences out to 2025, on time and under budget. This required convincing 26 nations that it was in their interest to have such an assessment.
• Developed the detailed program plan for NATO JISR that secured $3.5 million from 9 partners and produced innovative partnerships with Industry and consortiums for implementation.
• Conducted written and oral performance reviews for all employees. Interviewed and hired contractors. Promoted to one of five permanent members of the company hiring committee.
• Restructured NATO’s training and education program for 650 employees, initiating a 5 year business plan to support it. Reduced overall costs by 35%, and increased throughput by 15%.
• Designed and executed NATO PfP program for all Intelligence programs.
Head of US/UK Interagency Coordination (2003-2005)
Liaised with the State Department, Department of Defence, and Department of Homeland Security on issues concerning International Law of the Sea, Immigration, Port Security, Maritime Protection, Nuclear Vessel Protection, Immigration, and Force Protection. Established and maintained a UK/US inter-active web site on all issues.
• Successfully developed to the implementation phase, a new US/UK business model for integrating the UK Net Enabled Capability and the US Net Centric programs.
• Inter-faced with prominent UK and US think tanks to harmonize presentations and authored academic papers on radical change management/transformation.
• Represented the UK Government post 9/11 on UK/US inter-agency coordination and established new linkages between disparate organizations.
• Scheduled and administered Fleet and ship visits, VIP visitors, logistics, security and budgets.
Professor, US Naval War College (2000-2003)
An exchange appointment to the US Naval faculty. Delivered the post-graduate course on US military and maritime policy, strategy, and strategic studies.
• Lectured 54 nation’s representatives on an International post-graduate maritime course.
• Co-authored several pieces on the dynamics of coalition warfare and authored Op-Eds to the Boston Globe and other US newspapers on strategic military maritime issues.
• Represented the United Kingdom at the War College at all functions and championed several academic initiatives resulting in greater multi-lateral maritime cooperation.

Captain, Destroyer HMS Newcastle (1997-2000)
Commanded a crew of 300 in operations in the Caribbean (anti-narcotic), Iraq, and off the coast of Yugoslavia during the Kosovo and Bosnia crises. Maintained the highest readiness record for any Destroyer in the Fleet while deployed for the longest period on record.
• Challenged with deploying on time, in spite of maintenance issues and a new crew, developed a process and with training and the buy-in of all department heads and crew, got the destroyer’s issues resolved, thereby deploying on time. Resulted in high morale and best maintenance record in the fleet.

Executive Officer (1996-1997)
Responsible for the welfare, advancement, morale, training, education of 285 personnel. Heavy emphasis as a specialist on Health and Safety at work and Equal Opportunity legislation.
Senior Warfare Advisor (1994-1996)
Responsible for certifying all warships before they are deployed on operations, as well as the warships of 16 other nations.
Area Air Warfare Officer (1992-1994)
Responsible for coordinating the air defenses of an entire task group and land troops. Has authority over all air assets, warfare officers and electronic countermeasures.
Warfare Officer’s Course and At Sea (1989-1992)
Warfare advisor to the Captain and subject matter expert. Had detailed knowledge of all weapon systems, computers and communications and navigation.
