01/25/2004 to PRESENT. Hrs per week: 40, Chief, Operations Division, YF-3 (GS-15). U.S. ARMY CORPS OF ENGINEERS. PITTSBURGH, PA 19107-3390, - As Chief Operations Division responsible for: accomplishing the functional activities of the Operations Division including planning and programming resources for mission accomplishment, organizing a staff of about 500 multi-discipline team members, directing and controlling the activities of the Division with an annual budget of over $60 million, the development of Division policies and procedures, managing the District Regulatory program, maintaining an Integrated Transportation System comprised of 328 miles of federally maintained navigation channels on the Allegheny, Monongahela and Ohio Rivers, and 23 navigation Locks and Dams which serves 5.5 million people in a land area of 26,000 sq mil in 5 states with 10 major rivers systems, also requires management, operation, maintenance and integration of technical requirements for 16 multi-purpose flood control reservoirs, 42 local flood protection projects and the District Water Management Program. Federal Lands associated with the reservoirs and flood control projects are operated, maintained and improved to provide recreation services utilized by over 6 million people annually, and to protect and enhance water resources, wetlands and water management. Serves as an advisor to the Commander on all aspects involving corporate goals, vision, strategies, technologies, business practices, capabilities and regional and national transportation issues. District dredging expert. Serves as LRD Lead for the creation and implementation of O&M Asset Management and the LRD Lead for the Coastal + Rivers Information Service Programs.

05/01/1997 to 07/31/1999. Hrs per week: 40, ASSISTANT CHIEF OF OPERATIONS, GS-0830 -14. U.S. ARMY CORPS OF ENGINEERS. PHILADELPHIA, PA 19107-3390, Full time assistant to the Chief of Operations with full authority to act independently in the absence of the Chief. Plan, organize, direct and control the Operations and Maintenance Program of the entire District, plus the environmental regulatory program, general construction program, emergency management program and the East and Gulf Coast Corps Hopper Dredge Fleet. Represented USACE as the East Coast Operating Member of the Maritime Union Contract negotiations. Lead the Team that developed the RAMP (Repair and Modernization Program) for USACE Hopper Dredge McFarland.



01/03/1996 to 30/04/1997. Hrs per week: 40, CHIEF PHYSICAL SUPPORT BRANCH, GS-0830 -13. U.S. ARMY CORPS OF ENGINEERS. PHILADELPHIA, PA 19107-3390, - Senior Manager in charge of the manning, operation and maintenance of all the land and marine plant in the Philadelphia District and all of the land based activities out of the Fort Mifflin Project Office. Developed ne organizational structure for the successful management of floating plant and land operations. Lead the team in the successfulmission to reduce costs and improve efficiency of Dredge McFarland. Developed partnerships with key customer Districts to make maximum utilization of McFarland and other USACE assets while reducing project and operating costs. Introduced Project Management concepts into Operations Division and initiated training plans. Advanced the concept of Operations Managers similar to private industry.



10/01/1985 to 01/02/1996. Hrs per week: 40, SENIOR PROJECT MANAGER , GS-0830 -13. U.S. ARMY CORPS OF ENGINEERS, MARINE DESIGN CENTER, PHILADELPHIA, PA 19107-3390, - Plan, Organize, Perform, Direct and Control the design and technical coordination of major projects for the U.S. Army Corps of Engineers, U.S. Navy, State Department, and similar customers from the initiation of the project to the delivery of the completed vessel. Act as Contracting Officer during construction. Typical Project Workload of 16 to 18 active projects with concurrent construction workload valued at over $150 million.
