Basic Functions
a.) Responsible for planning, organizing, directing and controlling all activities related to the effective carriage of the recruitment functions to ensure availability of qualified applicants to meet the requirements of the various fleet.
b.) Responsible for the planning monitoring, and implementing recruitments programs and activities to ensure timely delivery of qualified applicants for shipboard employment to the various fleet through pro-active and strategic recruitment and effective / efficient processing of applicants.
Responsibilities:
1. Develops and conceptualizes plans and programs for the enhancement of the system and procedures to ensure efficient and effective management of the Recruitment Center.
2. Discusses with the Fleet Heads projected crew requirements and plans and develops strategies and programs to meet operational and functional objectives and monitors the same. Implement corrective actions when objectives are not met.
3. Ensures consistent and proper implementation of the Recruitment Procedures through close monitoring of the application process which cover sourcing, paper screening, conduct of initial/final interviews, background checking, releasing of Acceptance Letters to Qualified applicants.
4. Prepares Periodic Performance Reports to Head /COO- HRG.
5. Conducts team meeting and takes action on suggestions to promote team harmony and maintain member motivation and operational efficiency. Reviews / approved Minutes of Unit Meetings.
6. Analyzes problems encountered and brainstorm with the staff for possible solutions.
7. Sources applicants by establishing and maintaining a network such as maritime schools, training centers, industry, tie-ups, provincial outside recruitment.
8. Monitors applicants process flow to ensure initial selection process such as paper screening, initial interview, testing (when required), background checking.
9. Coordinates interview schedule with the Fleet Heads /Fleet Managers.
10. Coordinates closely with the concerned Fleets Heads / Fleets Managers to ensure the urgent needs are attended to, to report t Unit Head problems encountered, if any implement corrective actions when not properly addressed.
11. Encodes in Seaman Management Information System (SMIS) applicant’s interview results.
12. Prepares monthly reports on recruitment programs and activities by collating relevant statistics, accomplishments, problems and corrective action taken.
13. In - charge of provincial recruitment of Cadets-school to school recruitment activities in all MMC- accredited maritime school nationwide.
14. Prepares responsibilities identified in the Quality Management System.
15. Prepare other duties required by superior from time to time.
