Plans, organizes, directs all Installation Personnel and Administration Center (IPAC) pay and administration actions within five separate sections, in direct support of 5500 military and civilian personnel and 1800 Japanese civilian personnel. Developed thirty-two core processes which have streamlined all computer programs and paper products in support of pay, administrative, travel, promotions, financial management, budgeting, auditing, records accountability, legal reports, ID Cards and temporary and permanent transfer processes. Utilizes computerized tracking system in command, organizational goals and objectives. Researches, interprets, analyzes, applies guidelines, policies, regulations. Assigns, coordinates work plans, personnel assignments, and schedules. Directed organizational assets in complex problem solving scenarios. Established, maintains metrics and analysis systems (Activity Bases Costing, Time Driven Activity Based Costing (ABC), Oros Models, 6 Sigma Green Belt qualified, and Process Management Model). Advises, provides counsel to military, civilian personnel on policies, procedures and management directives. Develops, modifies, interprets & approves military, civilian performance evaluations. Writes, submits, approves military, civilian monetary and non-monetary awards. Researched, interpreted, analyzed, and applied guidelines, policies, regulations and contracts with respect to equipment repair and testing. Planed, organized, and directed repair, inspection and operations of fifty Naval Special Warfare (NSW) surface craft (11 Meter Rigid Hull Inflatable Boats (RHIBS), 50 knot MK5 Special Operations Craft (SOC), Cyclone Class (PC-1) vessels) and seven undersea delivery craft/systems (MK8 SEAL Delivery Vehicles, USS Piranha (ASDS-1) - Advanced SEAL Delivery System), weapons, sensors and engineering systems of Naval Special Warfare Group Three (NSWG-3), Special Boat Team Twelve (SBT-12) and SEAL Delivery Team ONE (SDVT-1). Developed goals, objectives and certification processes for material, weapons, sensors for all SEAL team delivery assets. Researched, interpreted, analyzed, and applied all repair related and Special Warfare operational guidelines, policies, and regulations. Assigned, and coordinated work plans, personnel assignments, for all repair, maintenance, training and qualification schedules. Directed organizational assets in complex problem solving scenarios. Assessed, revised and enforced all NAVSEA Diesel Engine Inspector (DEI) Program policies, procedures, inspection schedules, follow on reports for 190 diesel engines and (two) Diesel Engine Inspectors (DEI's). Educated and advised military commanders and Special Operations (SPECOPS) personnel on repair policies, procedures and material management directives. Reviewed, and selected candidates for vacancies, promotions, details and reassignments with respect to skills and qualifications; mission requirements; Equal Employment Opportunity (EEO) and diversity considerations. Performed wide range of duties as Chief Engineer of USS George Philip (FFG-12), USS Duluth (LPD-6), USS Essex (LHD-2), USS Belleau Wood (LHA-3); Main Propulsion & Auxiliary Officer of USS Lewis B. Pullar (FG-23): directed and managed 250 mechanical, electrical, electronic and structural engineers in the operation, maintenance and repair of $400M of gas turbine, diesel and steam propulsion equipments, power generation sets, and various types of ancillary systems (including electrical power distribution, hydraulics, auxiliary propulsion units, elevators, air conditioning, refrigeration, air compressors, hotel services, laundry, galley and aircraft servicing equipments. Managed fourteen quality programs including safety, environmental, hazardous materials, quality assurance, fuel oil quality, lube oil quality, training and Emergency Casualty Control operations. Developed goals, objectives and certification processes for department personnel and equipments. Researched, interpreted, analyzed, and applied all engineering operational guidelines, policies, and regulations. Skils


In addition to my work experience as noted above, I have 13 years (1974-1987) deckplate experience in engineering equipment operations, repair and maintenance; 20 repair availabilities (30 days long - 12 months) in all types of equipments (diesel, gas turbine and steam, surface and undersea crafts).


 


Experience spans a 30 year Naval career from E-1 to E-9 (Master Chief Petty Officer) in 15 years, Limited Duty Officer (O-1 (Ensign to O-5 (Cmdr)) in 30 years. I have specialized Failure Analysis experience with Naval Special Warfare Command (SEALS), years of firefighting and damage control experience and well a civilian shipyard repair experience with Southwest Marine Shipyard in San Diego, CA. At present, I am located overseas at MCAS, Iwakuni, Japan as a GS-11 federal employee. My wife will retire from the US Navy in early January 2007 and we plan on relocating to the Pensacola/LA/gulf coast area. I will be available for employment in February 2007.
