Nov 10th 2007 to Present: During this period I have been on Sabbatical in

Eatonton Georgia and Shellman Bluff Georgia. During this period I have been performing and or supervising the required maintenance on my many rental properties and on my two residences necessitated by nearly 3 years on the road doing Emergency Response and Recovery for FEMA and my stint as Fishing Guide in Alaska.



Sept. 27 to Nov 10th 2007: For this period I toured and fished my way from Ketchikan Alaska to Georgia. I fished in British Columbia, Alberta, Montana and Wyoming and Arkansas. .



Boat Captain - Fishing Guide:

End of May 2007 to Sept 26, 200

Yes Bay Lodge, Yes Bay Alaska: During this period I served as a Boat Captain and Fishing Guide at the Yes Bay Wilderness Fishing Lodge. I was responsible for the safe operation of a 20 foot Olympic fishing boat and the successful guiding of two guests each trip: fishing primarily for Salmon Halibut and Trout. I guided 79 trips in all types of weather and sea conditions. All trips were seaward of the Colreg Demarcation line for that area. My logbooks clearly show a 97% success ratio for the trips that I guided. I received a letter of commendation from one guest for the safe return to port of our vessel after safely captaining the boat through an unexpected gale that drove the waves to 12 feet with the wind clocked at 70 knots. I was asked to return for the next season by the lodge owner and operator: Kevin Hack.



Public Assistance Coordinator

June 27 2006 to Mid May 2007

For Federal Emergency Management Agency and NISTAC: After completing my assignment as Branch Field Manager, I was re-assigned to Biloxi, MS in the role of Public Assistance Coordinator. In this role I managed 27 Project Officers and 1 deputy PAC in the preparation of Project Worksheets and acted as coordinator between the applicant, Mississippi Emergency Management Agency and FEMA. My deputy and I were responsible for manpower planning, issue resolution, project productivity and the general day to day operations of writing over 340 grants to 21 applicants totaling approximately 97 million dollars. I was also responsible for preparation of reports to FEMA HQ in Washington, resolution of Congressional Inquiries and reports to the Public Information Officer for release to the press. The applicants served include: Schools in Hancock, Harrison and Jackson Counties, MS, Hospitals in Hancock and Harrison Counties, MS, Hancock County, The City of Bay St. Louis, The City of Waveland, Hancock County Port and Harbor, Hancock County Water and Sewer District. Then, from January 2007 until May 4 2007 I served as the Relocations lead for the entire disaster. My primary responsibility was the leadership required to relocate approximately 800 million dollars worth of public facilities.



Branch Field Manager:

September 19, 2005- June 25, 2006

For Federal Emergency Management Agency and NISTAC: At the beginning of this assignment I was given the role of Super PAC which involved coordinating the efforts of 7 PACs involved in 19 counties providing Public Assistance for hurricane Katrina relief efforts in Mississippi. In January of 2006 I was made the Branch 2 Field Manager and my territory grew to 21 counties; responsible for managing the efforts of 10 PACs, 56 project officers, 2 Building Assessment teams, 1 reports team, 1 hazard mitigation officer and 2 insurance specialists. Duties included: long range personnel planning, Branch workload completion forecasts, supervision, project worksheet review, obligation of funds, program implementation, Division coordination, daily management of personnel issues and administration. Volume of work managed: 3100 projects totaling $350 million plus.

Project Officer/Public Assistance Coordinator:

October 18, 2004- June 1, 2005

For Federal Emergency Management Agency and NISTAC: In this period I served as a project officer for FEMA as an employee and as a Contractor For FEMA through NISTAC on Disasters 1554 , tropical storm Ivan in the City of Atlanta, Georgia and Disasters 1545 and 1561 in Martin County Florida. My primary duties were client interface and preparation of Project Worksheets which provide the scope and costs of emergency and permanent infrastructure projects resulting from the devastation of the storm. These work sheets are the basis by which FEMA managers formulate relief grants to public entities that have applied for public assistance from the Federal Government. The position requires individual resourcefulness, excellent communication skills, strong production skills and nearly infinite patience with the client or applicant.



International Construction Supervisor Iraq Reconstruction:

May 24 2003- November 2003

For Bechtel International Systems, Incorporated: In this period I was employed by Bechtel and seconded to Paul Bremer’s Coalition Provisional Authority in the Ministry of Transportation where I served as a logistician working in communications, implementation of Fragment Orders for the use of military resources in the effort to open Baghdad International Airport for which I received a commendation from the U.S. Air Force and served as an International Construction Supervisor and acting Project Manager at Baghdad International Airport for Bechtel with the primary focus of the work being the repairs to terminal C, runway and ramp improvements, VSAT communication installation, PABX installation, ATC building refurbishment, Fire Station refurbishment, Main Substation Generation Upgrades, Civilian Runway Lighting Substation design and construction all done under hostile conditions and under fire.

Superintendent/Engineer: Meizhou Wan Power Project- China

September 1998 - Dec 1998.

For Bechtel Power Corporation: Initially, on this temporary assignment, I served as the boiler steel erection and rigging superintendent leading the steel erection kick off and then assumed the duties of area engineer, leading 12 Chinese engineers in all disciplines involved in power plant construction for 3 months until permanent personnel could reach the project.



Lead Civil Superintendent: Dabhol Power Project- India

November 1996 - July 1998

For Bechtel Power Corporation: I was responsible for Civil Construction, Structural Steel erection, rigging, and Architectural finishes in the Power Block, Cross Country Pipeline and Cooling Water Intake Area for a 2000 megawatt combined cycle power plant in India; managing Bechtel superintendents, direct hire craft and multiple subcontractors.



Project Manager:

April 1996 - November1996

For Jaco Electric, Inc.: I ran Multiple Aviation Lighting and Nav-aid Projects in the US. I was responsible for the profitable, simultaneous post bid management of up to 15 projects in the USA; beginning with the pre-construction meeting and ending with the final punch list , start up and turn over to the owner or to EPC contractors such as Raytheon.



Resident Engineer: Atlanta -Hartsfield International Airport August 1995 - April 1996

For a Bechtel Corporation and Williams Russell and Johnson and Delon Hampton joint venture; Aviation Consulting Engineers: As a resident engineer in this fast moving and highly volatile political arena I was successfully responsible for the implementation, enforcement and fulfillment of aviation related contracts to include: taxi way and runway construction, facility construction, runway and taxi way lighting and exterior graphics.



Project Engineer:

September1994 - August 1995

For Keck and Wood, Inc.: While at Keck and Wood I was the designer, team leader and engineer of record on the design and construction of public works projects throughout the State of Georgia. Projects designed and construction supervised included: roads, storm drainage, sanitary sewers, pumping stations, major highway intersections, hydrology management in major drainage basins, gas transmission lines and mapping of municipal infrastructure working as a pioneer in the use and development of GIS mapping technology.

MILITARY BACK GROUND

I served 10 years in the Army National Guard from 1971 until 1981. I was trained in the Construction Engineers as a powder man and quarry machine operator. Initially I worked in a road construction unit. I attended the National Guard Officer's Candidate School: Georgia Military Institute in Milledgeville Georgia during the same period that I was attending Georgia Tech. I was commissioned a second lieutenant and served as a Maintenance Platoon Leader and as a Mechanized Infantry Platoon Leader, leading a rifle platoon and mortar platoon. I resigned my commission when multiple relocations during my career made it impractical to attend the required weekend drills and summer camps
