Objective


Work in an investigative or related support position that capitalizes on my years of experience in the USCG. I would prefer a job that is in the Galveston/Houston, TX area.

QUALIFICATION SUMMARY

· 29 years of active duty service in the US Coast Guard including.

· 10 years of combined experience investigating oil spills and developing, leading and participating in spill contingency drills.

· Over 8 years serving as senior enlisted advisor at three different offices.

· Over 6 years of experience investigating marine accidents, personal injuries and fatalities, and violations of Federal laws.



PROFESSIONAL EXPERIENCE



Command Master Chief, USCG – Sector New Orleans, LA, July 2006 to August 2008

· Served as enlisted advisor at one of the largest Coast Guard field units.

· Provided assistance to arriving and departing personnel, made recommendations to supervisors on various disciplinary actions, and aided in dispute resolution.

· Wrote and presented awards to recognize high-performing personnel on a regular basis.

· Conducted preliminary financial counseling for personnel; identified external resources as needed.

· Traveled extensively throughout the greater New Orleans area to visit Coast Guard units for purposes of delivering training, advising personnel of military entitlements including promotion opportunities, education, health benefits.

· Enhanced an existing internal award program that recognizes high performing individuals, and increased the visibility of those performing well by providing awards that are more tangible.

· Led training forums to confront personnel problems including alcohol abuse, indebtedness, and work ethic.

· Established a new intermediate-level counseling program using existing resources designed to address minor disciplinary issues in the workplace.



Marine Casualty Investigator, USCG – Marine Safety Office, Houston, TX, July 2002 to June 2006

· Conducted investigations involving incidents of alcohol, illegal drugs, misconduct, and negligence in the Port of Houston.

· Represented the Coast Guard interests at Administrative Law hearings, depositions, and post-accident interviews; interpreted and enforced United States Code and Federal regulations.

· Investigated damages to foreign and U.S. registered barges and ships, as well as adjoining properties.

· Assisted U.S. Merchant Mariners in the application for new or reinstatement of previously suspended credentials.

· Supervised and trained newly assigned and apprentice investigators, enabling them to achieve qualifications and take on challenging cases.

· Participated in several administrative law hearings as either the primary or secondary government representative.

· Served as a supervisor for and wrote evaluations for two criminal justice student interns



Contingency Planner, USCG – Activities, Baltimore, MD, July 1998 to June 2002

· Conducted government initiated, unannounced oil spill exercises, on board U.S. and foreign operated ships, as well as land-based U.S. oil facilities and reviewed oil spill response plans submitted by the local land-based facilities.

· Training of Federal, state and local agency personnel on the Incident Command System (ICS), an essential incident management system widely used by emergency personnel.

· Trained over 200 Coast Guard and local agency personnel in basic and intermediate levels of ICS.

· Assisted in the response and investigation to two major maritime incidents on the Chesapeake Bay.



Oil Pollution Investigation, USCG – Marine Safety Office, Port Arthur, TX, July 1994 to June 1998



· Reviewed oil pollution investigation files for quality control.

· Investigated marine accidents and cases involving mariners violating alcohol and drug laws and regulations.

· Supervised oil spill response efforts, often working with state and local responders to ensure regulatory compliance.

· Managed a quarterly personnel recognition program, which involved writing and advising other on awards.

· Investigated two fatalities occurring on oilrigs in the Gulf of Mexico; investigated a case involving fraudulent use of a mariner’s license that resulted in a mariner’s conviction in Federal court.
