Experience


US Army Military Ocean Terminal Sunny Point

Nov 2007- Aug 2008



Tasked with establishing and serving as department head of a maritime security force department consisting of sixteen personnel and seven patrol craft of various sizes. I also assisted in the supervision, training of land-based personnel in law enforcement tactics, search and rescue, and various officer safety courses. I managed the department’s budget and supervised the purchasing of supplies and equipment, ensuring fiscal restraint. I resigned from the position in order to relocate to the Charlotte, NC area.



VSE Corporation- Alexandria, VA

Dec 2004 – Nov 2007



I was employed in an as-needed capacity as Field Engineer to train the Coast Guards and other military branches of foreign nations in the safe and correct operation of military equipment that had been sold to them by the US Government. This training included safety, underway operations, small boat launching and recovery, damage control, law enforcement, underway replenishment, maintenance and security systems and other various procedures. I have also worked alone overseas serving as the company’s onsite representative for transatlantic shipments to foreign countries, evaluating the activities at all levels and I provided an objective assessment of the operational and logistical effectiveness.



USS SEQUOIA Presidential Yacht- Washington, DC

Dec 2005 - Mar 2006



I was employed on a temporary basis to provide expertise in renovating the historic yacht where my duties included improving overall visual and material condition of the vessel by updating plumbing, electrical and engineering systems. Assisted in the safe navigation, operation and security of the vessel, crew and passengers while underway. I also gladly assisted in providing tours and lectures on great history and antidotes of the 104' National Historic Landmark to visitors.



US COAST GUARD CUTTER NORTHLAND – Portsmouth, VA

April 2003 - July 2004



Responsible for the supervision of a nine person department tasked with enforcing laws and treaties as a Boarding Officer, operating the ship’s two small boats and general maintenance of the ship and small boats. I played a vital role in the ship's navigation, seamanship, damage control training team as an evaluator. I managed the department's budget and training by using Microsoft Excel, PowerPoint, Access, and Word programs. During emergencies I was the ship's primary damage control repair leader, providing direction and leadership to the damage control repair teams, providing the Commanding Officer with real-time analysis and recommendations. I also worked with the Ship’s safety officer in administering the respiratory and hearing conservation programs.

TACTICAL LAW ENFORCEMENT TEAM NORTH – Yorktown, VA

June 2001 - April 2003



Served as the command's training officer where I provided, scheduled and supervised all aspects of training for command staff and five maritime safety and security teams, each team consisting of 6-8 personnel each. I also worked to provide law enforcement training to U.S. Naval personnel. I also served as assistant officer in charge of joint law enforcement teams aboard USCG and USN ships tasked with conducting international and high-seas vessel safety and law enforcement inspections. I am skilled in identifying, analyzing, and evaluating and assessing perceived problems, planning investigations, performing detailed investigation preparation, effectively committing resources and finalize investigation results. I have shown the ability to determine the appropriate application of applicable rules, laws, and regulations. Evaluating organizations and activities at all levels in order to provide an objective assessment of the operational, administrative and logistical effectiveness of the organization is a strong point of mine. I am experienced in presenting findings and making recommendations, verbally and in writing.



Aids to Navigation Team Primrose. – Morehead City, NC

Nov 1999 - May 2001



As Officer in Charge I was responsible for entire operation of the unit, successful supervision and operation of 55’ aids to navigation vessel all the while maintaining in excess of 150 navigational and warning aids and a lighthouse. Worked hand-in-hand with local, state, and federal leadership to assist in providing homeland security for all maritime aspects and assisting the public when needed.



Coast Guard Station Tybee Island. - Savannah, GA

June 1997 - Nov 1999



As second in command of the 58-person unit I was directly responsible for the health, well being, discipline and training of all personnel assigned. Managed unit's budget of 3-5 million dollars, administrative, personnel and medical files. Also served as public affairs officer, often drafting and submitting news releases to media. Responsible for the proper execution of all search and rescue and law enforcement missions performed, training and fiscal matters. In addition, I ensured there was a positive working relationship with two co-located Coast Guard units, visiting Coast Guard and Naval vessels and local, state and Federal enforcement agencies.



Marine Safety Office – Wilmington, NC

April 1994 - June 1997



Served as Assistant, Waterways Management and Enforcement branch where I worked to ensure the safety of the Cape Fear and other local rivers. Conducted inspections of commercial ships, ferries, barges, and fishing vessels to verify their compliance with applicable law and regulations. Responsible for Inter-modal containerized hazardous materials inspections that often involved various local, state and federal agencies to conduct joint operations. Also served as unit’s training officer and provided in-depth training to personnel in navigation, law enforcement, counterterrorism and safety. Conducted facility security and threat inspections, held "table top" exercises and spoke at public functions on the topics of boating safety, facility security and antiterrorism methods and procedures.



United States Coast Guard Cutter DILIGENCE

March 1992 - April 1994



Served as leader for a five-person section tasked with operating unit's small crafts, maintaining the departments record keeping, maintenance and proper watch standing. I also served as a law enforcement officer, boat captain, damage control training team leader, and safety supervisor.



United States Coast Guard Cutter NORTHWIND

July 1987 - Feb 1989



I served as section leader of a six person section, boat captain for the command's Arctic Survey Boat and Landing Craft (LCVP). Upon advancement I assumed the duties as the department training officer and supply officer with an annual budget of 1-3 million dollars.



United States Coast Guard Cutter INGHAM

June 1984 – July 1987



Served in the Engineering Department for five months as an oilier before transferring to Deck Department to pursue advancement as a Boatswain's Mate. During this assignment, I served as Small Boat Engineer/Seaman, and upon advancing to Boatswain's Mate Third Class, I qualified as a Boarding Team Member as well.
