Maritime Consultant

Objective


If a government is looking for a consultant in the Port State Control, Training and Naval Architects fields - which belongs to the Maritime Transportation, I have a good experience, attended international and regional conferences and submitted papers contain new proposals to increase the efficiency or avoid defects in the maritime safety fields.

I was the RTA Counterpart of the Sweden-Egyptian twining project (April 2007 to April 2010), so I got the chance to understand the best EU maritime practice fields standard, and how we can reach it, by appointing the weak points and the main differences.

As well as I attended some high level meetings belongs to the European Commission, EMSA and Rempec, concerning the implementation of the different EU training programs, especially safemedproject 1 (1/1/2006-31/12/2008) and safemedproject 2 (from 1/1/2009-31/12/2011).


Experience


July 2005 - Present: -I am the Head of the Central department of the Egyptian Port State Control, since 1 July 2005. We are responsible for inspecting the foreign ships calling the Egyptian ports, taking into consideration that 95% of the ships calling the Egyptian ports are foreign ships, we have six branches. If You check the Mediterranean Memorandum MED MOU website, You will find that we achieved the best performance between all the member states of the MED MOU since 2008 up till now.

- We inspect about 2200 foreign ships calling the Egyptian ports annually, the detention rate is about 10%.

- I represent the authority in the international and regional conferences.

In the MED MOU website, you will find the good statistics of the Egyptian PSC, which is the highest performance in all the MED MOU member states.

- I submit periodically proposals to increase the maritime safety, and performance regionally and internationally.

- I supervise and train the new Port State Control Inspectors periodically, to become high standard inspectors.
