NATURE OF DUTIES PERFORMED AND EXPERINCES GAINED



Marine Engineers Officer (MEO) / Engineer Officer ( EO) : I have served three times as Marine Engineers Officer (MEO) of different classes of ships, like Mine Sweeping Squadron (MSS) and Offshore Patrol Vessel (OPV) on board BNS Saikat, BNS Turag, BNS Sangu in the year of (2003- 2006) and (2008 – 2009) respectably. During this period the ship was deployed at her highest capabilities maintaining all her system operational. The flavor of duties and responsibilities of MEO could be found from the following nomenclature available in Marine Engineering Manual (BR- 3003).The Marine Engineers Officer of a ship is the head of the authority for the organization, administration, training and good order of the department including the welfare of personnel, and also the ensues the operation, maintenance, performance, availability, security custody and safety of all systems and equipment in his charge. As the professional Marine Engineers Officer he is to ensure that proper professional engineering standards and practice are adhered to in the upkeep and maintenance of marine engineering systems and equipments. He is to ensure high standard of efficiency is achieved and to work closely with other head of the departments, also to ensure that all concerned personnel are aware of the operational requirements and performance capabilities and limitations of the system and equipments, he is also responsible for NBCD duties, production and implementation of the departmental watch bill, operating produces and instruction, custody of drawings and publication associated with the system and equipments, maintenance records of approved Alterations and Addition, reports , records returns and others forms associated with the installation, operation, performance and upkeep of machinery and also have the provision of technical advice and assistance to other department.

Boat Pool Officer : In the year of (2006-2008) and 2010, I served as Boat Pool Officer (in addition to the instructional duties) at Marine Fisheries Academy, Chittagong, and Engineering School at BNS Shaheed Moazzem (the technical training base of Bangladesh Navy at Rangamati hill tracts) respectably. There are about 40 in no. of power boats for practical boat handling training for seamen and technical branch of sailors of (different rank) Bangladesh Navy and for naval water borne operations required for Deep Diving Course for BN officers and sailors, and also for the courses of other two services as well. All the boats are powered by different classes of engines with different capacities and dimensions. He is to ensure maximum no. of boats is operational and are readily available to achieve the desired result from training and exercises without any interruption in following course schedule. There regular maintenance, stores required for maintenance, account for the receipt and expenditure of POL are also under his jurisdiction.

Sports Officer : During my stay at Marine Fisheries Academy, I used to perform the duties of Sports Officer (in addition to the instructional duties). Sports Officer is responsible to promote sports activities, organize inter division sports competition, organizes the unit teams for national sporting events, maintenance of the gymnasium, maintenance and upkeep of sports fields and also the allocation of ground for cadets and also for the maintenance of operation of swimming pool.

Divisional Officer (DO) : It has come from the Royal Navy regulation that all personnel are born under certain divisions and an officer will be nominated as Divisional Officer(DO) by local authority in addition of his appointment. Every Divisional Officer is responsible for discipline, training, advancement, welfare and recreation of his men. He is to keep a divisional record card for each man under his division and timely forward request for badges, pay, kit, etc. He is to give careful attention to all representation and complaints made to him and deal with them methodically. He is to take measures and render assistance to enhance professional standard ability and also to provide legal assistance and advice to his men. He must keep close contact with their men, acquire personal knowledge about men and gain the trust of men in the division.

Maintenance Officer : During my stay at BNS Shaheed Moazzem. I was also appointed as Maintenance Officer in addition to the instructional duties. He is to maintain defect registers and ensures that the defeats are repaired /attended by Military Engineering Services (MES). He is also responsible for receipt accounting and distribution of all furniture and items supplied by MES also responsible for proposing minor work proposals and its timely accomplishment.

Motor Transport Officers (MTO) : So far my knowledge goes; MTO is the most critical duties amongst all due to its importance, involvements, operation and maintenance, etc. In my carrier I have the opportunity to serve as an MTO for thrice, under three different organizations, namely Flotilla MT Pool, at BN Flotilla, Chittagong, BNS Shaheed Moazzam MT Pool and Marine Fisheries Academy MT Pool. The MTO is responsible of all mattes related to MT Pool organization. He is to ensure that, use of government transport is strictly in accordance with the rules. He will prepare standard transport routine for various service requirements for that area, he is also empowered to authorize move of transport on requisition and amenity, He is also responsible for maintenance and equipment under his charge, maintaining of official documents, correspondence and reply of audit objections/observations and timely submission of all returns. He is to put up maintenance and repair bills.

Training Commander and Training Co-ordination Officer (TC/TCO) : In year of 2006, I was deputed to Marine Fisheries Academy as Senior Instructor Marine (SI Marine) and the tenure was pretty long of about 2 years 9 months, during this period I performed the duties of Training Commander (TC) and Training Coordinating Officer (TCO) simultaneously. An idea can be made by seeing the nomenclatures as appended here: to review the progress of training for all branches cadets (Nautical, Marine Engineering and Fisheries Technology), to provide stationery and other training aids to the institute as per requirements, to raise the bill for approval following the Public Procurement Rules, to demand ATG as per the requirement of the training institute to the Ministry of Fisheries and livestock (MOFL) through the local accountant generals office. To ensure stationary and training aids to the institute from the local source/suppliers with approval of principal, proper accounting and safe custody of all items purchased out of ETG, ATG fund. To maintain tainting charts, record of trainees and organize training for the backward trainees. To ensure that weekly training program of the following week is promulgated by Thursday of the preceding week at the latest, and also to forward training returns to the National University of Bangladesh. To ensure availability of Books and BRs for Bachelor of Science degree in Nautical/ Marine Engineering/ Marine Fisheries curriculum under National University of Bangladesh. To organize various examinations of the institute, organizing Questions moderation committee, preparation of questions and scripts, organizing debate and lecture competition of cadets, implementation of training schedules and promulgating of class routines, arrangements and coordination for necessary specialized Guest Lecturers and their remunerations. Two major tasks of these appointments were conducting of passing out parade for the pass out class and the recruiting of new cadets. I can proudly announce that I have successfully recruited three new batches and conducted three passing out parade in Marine fisheries Academy without any sorts of discrepancies.

Senior Instructor (SI) / Instructor : In the year of (2006-2008) and 2010 I was appointed to Marine Fisheries Academy and BNS Shaheed Moazzam as Senior Instructor (Marine) and as Instructor respectively. In Marine Fisheries Academy, the prime duty of this appointment was to conduct the instructional periods of cadets of different level of different term on different technical subjects, namely: Heat Transfer, Naval Architecture & Marine Engineering, Internal Combustion Engines (ICE), Refrigeration & Air Conditioning. In Engineering School BNS Shaheed Moazzem my prime duty was to conduct the instructional periods on different subject of Marine Engineering Specialization Course (MESC) for mid level technical branches officers of Bangladesh Navy namely, pumps, piping & ducting, administration & leadership, etc. Besides instructional periods other day to day jobs are: making the lesson plan according to syllabus, arranging practical training with related subjects, setting & evaluation question papers & scripts and arranging extra care for backward students. As an instructor I had maintain a friendly relation with the under trainees, thereby the lessons become more interesting to them and the outcome for training is achieved.

Officer-in-Charge (OIC) Marine Engineering Workshop : In my carrier I was appointed as officer in charge Marine Engineering Workshop in addition at Marine Fisheries Academy & BNS Shaheed Moazzam respectively. Both the workshop was well organized. All types of machineries were available. The main purpose of workshop was to conduct practical class/workshop practice according to the syllabus of Bsc (Pass) Marine Engineering degree and the under trainees of technical branch sailors & also for the mid level officers of Bangladesh Navy. Providing support to the under trainees in implementing their new projects and experiments. All the repair works of different engines of boat pool and its structural repair were also vested on OIC workshop; thereby I have the knowledge on practical repair, concern technicians & technique, material management, working environment, their difficulties and amenities, economy in men hours’ loss, standard of works and commitments,… etc.

Principal, Marine Fisheries Academy : In the year of 2007-2008 I was appointed as principal, Marine Fisheries Academy for three months. On That period sitting on top of an organization, I have seen and experienced the responsibility of such entity. Till I can remember that the administration, discipline, training, maintaining the year calendar and all other event were conducted successfully. I also felt the necessity of vision which is the prime mover for future development of the organization.

Knowledge on PPR : Public procurement is a complex task. It needs previously planed and strict implementation of the said plan, after completing all steps, it may happen that the no bidder is qualified, result is re-tender and the total procedures need to be start from the beginning. In Marine Fisheries Academy, I was the president of the standing procurement committee, It was a inter- ministerial committee; representative from different govt. organization were the constituent. The committee has worked up to my departure, 2 Yrs 9 Months. During this period I have completed various projects, purchasing of goods and all other items following PPR-2008. This duty gives me the opportunities to gather and share the experiences of other members regarding this complex issue. By purchasing few goods practically, Installation of information technology lab with 30 in PC’s and all modern facilities, manufacturing of new boats and installation engine’s, repairing of MT vehicles and purchasing books, etc. Now I am pretty confident and capable of taking any decision related to public procurement.

Officer in Charge Platter and Welding (P& W) Shop : From 25 July up to 04 December 2011, I was appointed as officer in charge platter and welding shop and also paint shop at BN Dockyard. Each OIC is to maintain detail orders/instructions in the form of standing orders and is accountable to the manager production. A thought can be given on the nature of authority, accountability and responsibilities I have enjoyed: the authority over all service and civilian personnel employed in the workshop, to organize, administer and employ personnel for efficient work and overall improvement of the workshop, to train, motivate personnel and grow awareness among all personnel to achieve maximum efficiency, to maintain record of all work orders, sub-work-orders and material received/consumption according to existing rules/practices, to monitor daily progress of works and prepare weekly progress report, to forecast, plan, process demand of materials/spares and ensure early rectification of defects of ships as per work order, to ensure good working condition, maintenance and repair of workshop machinery/equipment and tools, to enforce safety orders and instructions and ensure safety of men, materials and documents, to liaise with other shops/departments in day to day activities as required for completing a particular job, to ensure, cleanliness, safe working condition and habitability in the workshop, to act as Divisional Officer (DO) of the service and civilian personnel for leave and general purpose duties. As officer in charge paint shop ,I have the knowledge on preparation and constituents of paints, application, surface preparation, under water painting schemes , ensuring, processing of demand and collection of all stores related to painting (under/above water) and sand blasting .

Knowledge on Projects : In last 17 (seventeen) years of my carrier I have completed a number projects successfully, mentionable are: design and fabrication of bench shear machine, integrated security systems of Bay of Bangle for BN perspective. These three projects were completed during BSC in mechanical engineering at level 04 (four) and Specialization of Marine Engineering Courses (I and II) phase respectively repair and maintenance of two non-opl engines of Fenile boat of BNS Shaheed Moazzam boat pool were also included in the phase II of the MESC. The integrated security system of Bay of Bangle for BN perspective was successfully designed, programmed, fabricated, conducted, presented and supervised by the Department of EME of Bangladesh University of Engineering Technology (BUET). Under my supervision and guidance I have completed few projects mentionable are : Construction of Information Technology libratory with 30 user console, Renovation of Engineering Workshop, Renovation of Physics libratory, Installation of Navigational and Communication equipments (RADAR, GPS, VHF and UHF sets), modernization of library management and collection of books, Installation of Echo Sounder on Marine Fisheries research vessel beside these I was the co-coordinator of strengthening project of Marine Fisheries Academy, phase - II with the aid of JICA.

Knowledge on Major Repairs : My least appointment was officer in charge platter and welding shop of Bangladesh Navy Dockyard and officer in charge of paint shop was my additional duty. These appointments were full of commitments. I have seen that the performance of OIC is directly related with production. The main functions of this shop are; the structural renovation and repair of Bangladesh Navy Ships and Installation of new equipments, facilities, fire control system including under water hull repair, etc. During this period I have carried enormous repair activities on board ships, some mentionable are: renovation of missile boats of Bangladesh and installation of C-708 missile systems, Docking and undocking of more them 10(ten) in no. of ships, refit works of BNS BARKAT, SAGR, DURBAR, DURDANTA, DURVEDDA, DURDARSHA, installation of Deep Diving Chamber (DDC) on board BNS SAIKAT, installation of air condition plant and its new dueling system of BNS SAGAR, etc with most satisfaction of my command (Commode Superintendent Dockyard (CSD).This appointment has taught me, how to lead a large number technical working team, the favorable environment of work, safety and security of works, welfare of the working team, their administrations, issues, claims, transportation, economy of material selection, consumption and other necessary factors related with production. During my period I have achieved the highest production within last 17 years of its history keeping the motto of Manager Production (MP) of BN Dockyard (Minimum loss men hours, standard of works/workmanship and timely completion).

Knowledge on High Speed Water Craft Maintenance : During my illustrated career on board ships, each and every ship was equipped with at least two RIBs (Rigid Inflatable Boat). The boat was driven by two 100 hp Evenrude engines. During my stay, always I have kept the RIBs operational by ensuring their proper maintenance. My command was pleased enough, as the boats were always ready for operation and training. These boats play important roles at seaborne operation. It also mentionable that the BNS Shaheed Moazzam boat pool were equipped with at least 10 in no. of high speed boats/crafts ranging from middle to latest control and operating systems. These boats were powered by various high speed single or multiple engines, namely (EVENRUDE : 100/75/50 HP, YAMAHA : 100/75/50 HP AND SUZUKI : 100/75/50 HP). This position helped me to refresh my memories after couple of years, and at the same time, taught me the complete maintenance of high speed boats/crafts.

Knowledge on Fire Fighting, Damage Control & Safety : like British Royal Navy (RN), the Engineer Officer born on board ship and establishment is termed as Action NBCDO. The main functions Action NBCDO is to manned the HQ1 during war time and ensure that all personnel born in the ship and establishment are conversant and capable for effective firefighting and damage control by following correct procedures according to the Books of References (BR). The high standard of readiness can be achieved by proper training of her personnel and by the use of readily available Fire Fighting Appliances and damage control Gears. The training and maintenance of NBCD gears is also vested upon Action NBCDO. The opportunity of being Engineer Officer provides me the scope to learn, to organize, to train, to conduct firefighting and damage control exercises at sea or in harbor as well in establishments.

Knowledge on Gas Turbine & Associated Systems and Aerospace Engineering : During the 2nd phase of Marine Engineering Specialization Course (MESC) (Which was counted by BUET), I have gone through a special designed module on GT engines and its associated maintenance. This module was consisting of total 67(sixty seven) in no. theory and sessional classes, where Gas turbine theories, axial flow compressors , combustion chambers, turbine exploitation, gas turbine maintenance were discussed thoroughly and necessary calculations were ensured by conducting total 37(thirty seven) in no sessional classes . To commensurate with the theories and sessionals day long visits were also arranged in the following power plants where post visit reports were examined and evaluated: Karnafully Hydro Power Station, Ashuganj Gas Turbine Power Station, Shikalbaha Gas Turbine Power Station, Haripur Gas Turbine Power Station, Raozan Gas Turbine Power Station, and Rural Power Company Ltd (RPCL) at Mymensings. During 32, Aero Space Engineering Technology (AET) at OTS (Officers Training School) of BAF Base Matiur Rahman, Jessore, I have gone through the basics aerodynamics and the operating and maintenance of Turbo-Prop and Turbojet engines at about 09(nine) months. This training was enhanced by two successive(03 months) Own Job Training (OJT) courses on single and multi engines rotary wing aircraft respectably and also a course no airframe (20 days) at August Westland Company of Italy on AW109-power Helicopter .

Skilled on Staff Duties : The Junior staff course (JSC) is the highest Professional course conducted by Bangladesh Naval Academy (BNA) for mid level officer of Bangladesh Navy. Officer from Army, Air force are the constituents of this 03(three) months long course. This course was deigned to teach the student officers to be expert in staff duties by utilizing time, plans, proper procedures, regulations, manners, leadership, and presentation basing on available resources under the highest stressed conditions. The under trainees are not allowed to keep the task pending after time, it is not the rules only but also ensured. It has been observed that, the next day routine is already promulgated before completion of the existing day events, i.e. no routine schedule to go bed. This highly stressed prolong time make the under trainees fit, to be the future leader of the nation in the days to come.

Highly Regimented, Motivated and Visionary: All the courses in armed forces are designed in such fashion that, one under trainee will be always with the training; no flexibility is accepted in any cases which might affect the course events, either by individuals or by any body concerned. In my carrier I have completed various professional and technical courses in different rank successfully, to fulfill the eligibility criteria to be promoted to the next higher rank. It is desirable that after completion of the eligibility criterion the individual will be promoted to the next highly rank, where he will be capable enough to perform his duties under highly stressed condition and will posses the vision to widen and explore the future betterment of the organization.
