DESIRABLE:

 

•    Good working knowledge of ISM and ISPS codes, other standards (MLC, MARPOL, SOLAS, ISO, OHSAS, etc.) & statutory regulations relating to vessel operations

•    Recognised Lead Incident Investigator qualification

•    Recognised academic or professional qualification in relevant field

JOB TITLE: Vetting Lead (Marine Superintendent and Master Mariner)

BUSINESS UNIT or FUNCTION: HSSEQ & Operations

DEPARTMENT: Vetting and Assurance

REPORTS TO: Head of Operations Support Programs

Location : Chennai


KEY RESPONSIBILITIES:

 
2+years of shore experience as Marine Superintendent or Vetting department and Tanker vessel experience is must have skill

 

Promoting A Strong, Pro-Active Safety Culture

Ensure the Company’s Safety Culture is promoted and maintained to the highest possible standards, in all locations, through;

•    Active engagement with all employees on HSSEQ- and Vetting-related issues

•    Participate in & provide input to HSSEQ- and Vetting-related meetings and inspections

•    Actively promote the application of all Company safe working practices

 

Vetting Leadership

•    Provide interface between BU Cluster and Group management on Vetting issues

•    Act as Vetting representative for client meetings, authority liaison and external forums

•    Actively partake in shore- and vessel-based safety meetings and Senior Leadership Engagement sessions, to encourage constructive discussion and drive management engagement

•    Act as lead in providing specialist advice on all marine and operational matters, actively promoting and supporting the development of effective professional working partnerships between Senior Officers onboard vessels and the ship management team ashore

•    Provide timely and accurate information to Clients on all marine and operational matters, ensuring Vetting input to client reports

•    Actively collaborate with all BU Cluster teams and functions to ensure continual improvement in performance against relevant internal and external KPI’s and objectives

 

Vetting Performance & Analysis

•    Deliver against all Group programs, campaigns, objectives, and projects that support achievement of Vetting performance, Group KPI’s, delivers additional local value, and ensures continual improvement

•    Ensure BU Cluster performance data is proactively analysed and utilised to inform effective, data-driven decisions to enhance performance

•    Identify trends within local performance and implement effective measures to correct or enhance  as necessary

•    Where required, ensure data submitted to Clients is effectively collated & submitted on time, to accurately reflect relevant performance criteria

 

Compliance & Certification

Oversight of local compliance with Vetting-related legislative, operational, client-driven, and internal standards, to ensure;

•    Customer relations and satisfaction are continually maintained to ensure flawless service delivery

•    timely completion of all required audits and inspections, and the retention of associated certification/licenses

•    relevant standards, procedures and best practices are correctly implemented or adopted

•    minimal potential legislative, operational, and administrative non-conformity

•    all Vetting findings & actions are managed & effectively closed out within agreed timeframes

 

Conduct & Action of Vetting Inspections

•    Act as HSSEQ lead for external audits and internal assurance program, incorporating commercial standards (TMSA, DryBMS etc.)

•    Support the BU Cluster HSSEQ Manager for external audits and internal assurance program, incorporating industry standards (ISM, ISO, ISPS etc.)

•    Undertaking, reporting, and managing actions arising from required inspection, providing an oversight of;

o    on-board safety and vessel management

o    level of crews’ safety culture and safety awareness

o    effectiveness of on-board VMS implementation and compliance with relevant external standards

o    effectiveness of support afforded to the fleets from all BU Cluster functions and teams

o    proactive awareness of on-board improvement opportunities and potential non-conformities

 

Incidents & Lessons Learnt

•    Support the BU Cluster HSSEQ Manager for BU Cluster investigations of Accidents, Incidents & HiLo Near Misses, where required

•    Support BU Cluster emergency response activities in actual and simulated emergency scenarios

•    Where required, provide BU Cluster Vetting representation and involvement during client-led investigations

•    Liaise with Master’s and Fleet Managers on P&I and Insurance claims, when required

•    Ensure local production and publication of relevant Vetting-related Bulletins and Alerts that will address findings, highlight Lessons Learnt, and deliver improvement opportunities

•    In conjunction with the above, ensure publications are discussed with Group HSSEQ to ensure further distribution of such publications to other BU Clusters

 

Development & Evolution

•    Identify opportunities for growth & development of the Vetting function, to ensure capabilities and means of delivery are continually improved

•    Monitor local industry & legislative developments to support Group HSSEQ in ensuring the Vetting  program & operational aspects are evolved to meet future legislative, operational, and strategic demands

•    Where required, assist in specific projects such as;

o    management & maintenance of Vetting-related ShipSure processes, and ShipSure BI analytics and insight

o    providing function-specific input to internal development projects

o    development and implementation of Vetting initiatives

 

Key Performance Indicators

•    Group and BU Cluster performance against published HSSEQ KPI’s and metrics

•    Group and BU Cluster performance against industry assurance programs (e.g., TMSA, OVMSA, DryBMS etc.)

•    Group and BU performance against industry accreditation programs (e.g., ISM, ISPS etc.)

•    Group and BU performance against industry inspection programs (e.g., PSC)
