Job Description
Position Profile: Under the direction of the Director of Vessel Maintenance, Preservation and Engineering, the Senior Port Engineer provides overall technical leadership in the planning, management, and cost-effective maintenance and operational engineering of WSF’s vessels ensuring safe, efficient, and reliable management of all assets while maintaining marine engineering and environmental standards in accordance with all regulatory requirements, state statutes, corporate policy, and the collective bargaining labor agreements.

RESPONSIBILITIES

Engine Department Oversight
Manages the day-to-day engine department fleet operations and maintenance activities for 21 vessels to assure propulsion system reliability and efficiency.
Plans, organizes, schedules, and administers the efficient utilization of the fleet; the near and long term budgets, maintenance schedule planning, and labor planning. Employs and manages Eagle Harbor craftspersons working aboard vessels in operating status.

Enforces United States Coast Guard and other agency safety regulations related to vessel engine department operations. Coordinates all routine regulatory inspections and interactions and directs correction of any deficiencies or citations. Secures required assistance and coordinates emergency repairs to resume service operations. Advises WSF executive management of vessel emergencies and resumption of operations. Assists in the development of operations and policies impacting the engine department for greater service efficiencies.

Human Resource Planning
Directly supervises both licensed and unlicensed engine department professional marine engineers. Oversees vessel engine department manning, operations, and maintenance program on a 24/7 basis. Directs personnel promotions, leave scheduling and relief crew assignments within delegated authority. Directs and performs employee evaluations, personnel investigations, and labor contract administration and negotiation.

Maintenance Planning
Supervises the Computer Maintenance Management System (CMMS) Project Engineer. Develops, implements, and monitors vessel preventative maintenance, machinery history, and work requisitions systems. Coordinates vessel monthly preventative maintenance schedules ensuring management oversight of individual vessel plans.
Oversees all modifications and improvements to the CMMS, plans and budgets for updates and coordinates all activities of the system through the use of the CMMS Project Engineer.
Approves labor, materials, supplies, equipment, and parts budgets.

Risk Mitigation
Oversees the department’s hearing conservation and respiratory protection programs for effectiveness, compliance, and continuous improvement. Serves as the VMPE department’s point of contact for the AG’s office for all hearing tort claims. Coordinates periodic visits to update vessel noise surveys by audiometric consultant.

Budgeting
Coordinates the development, implementation & execution of the Vessel Maintenance, Preservation & Engineering (VMPE) Operating Labor and non-Labor Budgets. Oversees department purchasing acitivities to ensure all VMPE expenditiures support the efficient utilization of the operating program budget.

Training and Staff Development
Directs the Maintenance Department Training personnel ensuring compliance with regulatory, departmental, and technical training needs. Prepares the fiscal year training plan and budget and presents to the Director for approval. Manages the training plan and budget ensuring maximum utilization and quality program delivery. Monitors the status of the training efforts and determines continuation of training based on needs; examines engineer’s training tuition reimbursement requests for management approval.

Interrelationships
Internal relationships are with the Directors of VMPE, Operations, and Terminals; Vessel Preservation Sr. Port Engineer, Eagle Harbor Senior Port Engineer, Senior Port Captain, Regional Port Captains, Environmental Program Manager, Budget and Program Development Managers, Finance and Accounting staff, Labor Relations Manager, Human Resource staff and other WSF staff as required.

External relations are with the US Coast Guard, Labor and Industries, the Department of Ecology, Union officials, state legislators, contractors, vendors and equipment suppliers.

Duties:
Knowledge and Abilities


Knowledge of all applicable federal US Coast Guard and state Department of Ecology regulatory requirements, corporate policies and applicable collective bargaining agreements.
Significant technical knowledge of vessel repair, maintenance, and project management.
Ability to plan, organize, schedule, and administer the efficient utilization of the fleet, the budgets, maintenance schedules, and manpower requirements.
Possession of strong decision making skills utilizing sound judgements to effect efficient problem resolution.
Ability to interact with employees and customers with tact and courtesy.
Ability to speak, write, read and understand the English language.


Qualifications:
Minimum Qualifications:

Possession of a valid U.S. Coast Guard license as a Chief Engineer limited near coastal and unlimited horsepower.
Eight (8) years engine room experience aboard diesel and/or diesel electric powered vessels.
Three (3) years experience in full charge of the engine department watch on a ferry or offshore vessel.
Desired Qualifications

Previous Port Engineer experience.
Bachelor's degree in Marine Engineering or Naval Architecture.
Project Management skills.
Coursework in leadership.
Collective bargaining experience.
